With the continuous progress of the reform of delegating,regulating and serving the government and the increasing demand of the public for government management and service,it is urgent to improve the government’s service capacity.Since its establishment in 2019,the Bureau of Administrative Examination and Approval of District D has been undertaking the task of improving the service level of government affairs and optimizing the regional business environment.With the promotion of the reform of one-stamp examination and approval,a number of examination and approval services have been continuously concentrated in the Bureau of Administrative Examination and Approval of District D,and the labor dispatch personnel of the Bureau of Administrative Examination and Approval of District D have also become the main force providing window services.It is very important to strengthen the incentive of labor dispatch personnel and improve the work efficiency of labor dispatch personnel to optimize the window service and improve the level of government service.Starting from the existing incentive measures for labor dispatch personnel of D District Bureau of Administrative Examination and Approval,this paper makes an in-depth analysis of the current situation,existing problems and causes of the incentive for labor dispatch personnel of D District Bureau of Administrative Examination and Approval,and puts forward optimization suggestions accordingly.This paper adopts the literature research method to understand the basic situation of labor dispatch personnel and the existing incentive measures for labor dispatch personnel in the Administration examination and approval Bureau of District D,and finds that the labor dispatch personnel in the Administration examination and approval Bureau of District D show the characteristics of young people and high education.The Administrative examination and Approval Bureau of District D has also formulated incentive measures for labor dispatch personnel in terms of salary,performance,assessment,training,career development,party membership,commendation and other aspects.On the basis of understanding the basic situation of labor dispatch personnel and the incentive measures of labor dispatch personnel,this paper adopts the questionnaire survey and in-depth interview method to investigate the incentive satisfaction of labor dispatch personnel in D District Bureau of Administrative Examination and Approval,and makes an in-depth analysis of the survey data and results.Through the investigation,it is found that there are some problems,such as salary formulation causing staff dissatisfaction,unfair and reasonable performance appraisal,annual appraisal and excellent evaluation being a mere formality,personnel training being few and single in form,limited space for career development,difficult to meet the needs of other incentives,and lack of communication channels.The reasons are mainly due to the imperfect salary system,the imperfect performance appraisal system,the unscientific annual appraisal system,the imperfect personnel training system,the obstruction of career development path,the imperfect supporting incentive measures,the lack of communication and feedback mechanism.Based on the analysis of the causes of the existing problems,it is suggested to improve the incentive of labor dispatch personnel in D District Administrative examination and approval Bureau and improve the work efficiency of personnel by improving the salary system,improving the performance appraisal system,optimizing the annual evaluation system,strengthening the personnel training system,expanding the career space of personnel,improving the supporting incentive measures,strengthening the communication and feedback of personnel and other aspects.We will further improve government services and improve the regional business environment.
