| The State Administration for Market Regulation of the People’s Republic of China(SAMR)is an institution directly under The State Council established to promote and deepen the reform of Party and state institutions.Relevant documents on deepening the reform of comprehensive administrative law enforcement of market supervision mentioned that in order to adapt to the professional and technical needs of comprehensive law enforcement of market supervision,we should comprehensively build a high-level and professional team of market supervision and law enforcement,effectively improve the ability of basal supervision and law enforcement personnel to perform their duties.SAMR accompanied by the SAIC,SFDA,QTSB,CNIPA and other departments and their functions,to achieve the goal of improving and optimizing the business environment and healthy development of market entities,higher requirements are also put forward for the professional and efficient performance of duties by law enforcement personnel of the SAMR.Improving the level of job fit is an important way to optimize the efficiency of human resource management in public departments,it is also a necessary condition to achieve a good level of performance,the performance of post functions depends on the efficient performance of functions,that is,the scientific and reasonable design of competency evaluation system.Using data to build a competency model can be used to quantitatively evaluate the efficient performance ability of law enforcement personnel,and provide a more accurate promotion path for the optimization of personnel and post adaptation,so as to achieve more effective human resource management decisions in the public sector.This paper takes Chenggong District SAMR of Kunming City as the research object,and construct the post competency model of basal law enforcement personnel,the analytic hierarchy process(AHP)was used to reasonably design the hierarchy,related indexes and corresponding weights of the model,based on the constructed competency model to evaluate and analyze the ability of law enforcement personnel to perform their duties.Then based on the problems of total number of personnel,team structure,personnel quality,combining with the factors of system,culture and technology,With clearly defined job responsibilities,focus on the optimization of management,selection with strong law enforcement personnel,perfect the performance appraisal system,law enforcement and supervision mechanism,and information construction as ascending personnel post adaptation level optimization strategy.Through the construction of competency model of law enforcement personnel in Chenggong District SAMR of Kunming City,to propose a scientific and reasonable optimization design for the existing duty performance ability evaluation system,and further improve the personnel post adaptation,to meet the needs of capacity building of law enforcement teams and professional promotion of law enforcement personnel in the period of deepening reform,this provides a reference for the optimization design of job performance competency and person-post matching of other SAMR. |
