Well govern a county,then the nation would be stable and secure.County governance is the cornerstone of national governance.County-level functional departments are the most important subjects of county governance and play an indispensable role in the whole process of county governance.The staffing quota of county-level functional departments is idirectly related to the size of the personnel team and the strength of the working force,which has a profound impact on the performance of the department’s capacity.Data mining technology can analyze and mine useful knowledge from existing data and predict unknown situations.It is an effective solution to combine the data related to organization staffing management with data mining technology,predict and empirically analyze the staffing quota of county-level functional departments,which will play a guiding role in optimizing the staffing of departments.This paper summarizes the status quo of organization staffing management in Y-County,the work procedures of organization allocation and the existing problems.It is believed that the main reason for the problems in the current organization staffing management of Y County is the lack of feasible standards for department staffing.Analyzes the factors affecting the staffing quota of Y-County’s functional departments in combination with relevant literature and work practice,and points out that due to the difficulty in index segmentation,data acquisition and quantification of some indicators.It is not feasible to establish a standard measurement model with population,region,economy and other direct influencing factors as specific indicators.Therefore,in combination with the idea of analogical reasoning,this paper established a quota prediction model for Y-county functional departments based on two data mining methods,multiple linear regression and artificial neural network,and conducted empirical analysis.The research content mainly includes the following three aspects:(1)Based on the calculation model of analogical reasoning,a calculation model is proposed,in which the corresponding departments of other counties(cities,districts)in the B-city are used as the prediction variables,and the corresponding functional departments of Y-county are used as the response variables.In combination with the actual work of Y-county,several "benchmark departments" are determined,and the data of "benchmark departments" in each county,urban area and Y-county are used as the "source area" data of the prediction model.Based on this,it can be calculated that Y-county functional departments should be equipped with quotas.(2)Combined with two data mining methods of multiple linear regression and artificial neural network,the prediction model was established and trained through two fitting methods of linear mapping and nonlinear mapping.The goodness of fit parameters of the prediction model based on the two algorithms were analyzed and evaluated,and the calculation results of the staffing quota of the functional departments of Y-county were obtained and compared.The two prediction models are compared and analyzed from three perspectives,including model parameters,calculation results and prediction process realization,the results show that both models are feasible.However,from the perspective of prediction realization process,the artificial neural network model is more difficult to work and less interpretable,the multiple linear regression model is simpler and easier.(3)Combining the measurement results with the organizational staffing management of Y-County,the paper conducts practical application and empirical research with two cases as the starting point.The research results confirmed the problems of the staffing management of Y-County,such as insufficient total amount and unbalanced establishment and staffing of departments.Based on the measurement results,the paper makes targeted analysis on the staffing work of county level functional departments.Finally,based on the empirical research results,a summary was made of the institutional staffing management work in Y County,and relevant work suggestions were put forward from four aspects: actively seeking support for staffing resources,exploring the development of dynamic adjustment methods for staffing,balancing the allocation of staffing resources,and enhancing the initiative of staffing approval.
