Government Internet Service Effectiveness From The Perspective Of Public Value Enhancement Study

The Outline of the 14^thFive-Year Plan and 2035 Vision for National Economic and Social Development of the People’s Republic of China clearly states that"the effectiveness of national governance will be newly enhanced"as the main goal of China’s economic and social development in the 14^thFive-Year Plan period.Digital technology will be embedded in government management and services to improve the social governance system of co-construction,co-management and sharing.As an important part of improving the effectiveness of national governance,the effectiveness of government Internet services is related to the improvement of government administrative efficiency,the establishment of a good image of the government,the standardization of government management behavior,and the protection of citizens’rights to information,participation and supervision.This paper uses public value theory,digital governance theory,and TOE theory analysis framework as the theoretical basis,and employs a combination of quantitative and qualitative research methods to empirically study the level of government Internet services in 233 prefecture-level cities across China.From the perspective of public value creation and public value realization,the regional differences of government Internet service supply capacity and construction level of each prefecture-level city are analyzed.From the perspective of public value management,the current situation of government Internet service supply and the requirements of government Internet service construction are analyzed by using Wilson correlation coefficient and OLS regression model and by using excel software and stata data analysis software.To trace the origin and explore the influencing factors of government Internet service effectiveness.The final results of this paper show that,first,there are significant regional differences in the effectiveness of government Internet services,with the eastern region being the best,followed by the central region,and the western and northeastern regions having relatively higher room for improvement.Second,the technical,organizational,and environmental dimensions all have an impact on the effectiveness of government Internet services.Among them,the technical application ability of government website,technical application ability of government microblog,technical application ability of government weibo,technical application ability of government APP,technical application ability of government short video（Jieyin,Racer）,degree of government science and technology innovation,government science and technology talents,policy concern,superior pressure,public demand,enterprise demand,inter-governmental competition,city administrative level,city economic scale,city cultural The government’s financial resources supply and regional location away from the east all significantly and negatively affect the effectiveness of government Internet services.Third,technological factors are more capable of meeting the requirements of government Internet service construction compared to organizational and environmental factors,and have the greatest impact on the improvement of government Internet service effectiveness.Therefore,this study concludes that the improvement of government Internet service effectiveness needs to balance regional differences,attach great importance to technical service management capabilities,enhance organizational security and improve the financial resource supply system,and meet environmental needs.
