Institutions are the main carrier of providing public welfare services in economic and social development,and are an important force in China’s socialist modernization drive,undertaking the arduous task of developing social undertakings and meeting the public service needs of the people.However,due to the planned economy era,there are some problems in our institutions,such as inflexible operation mechanism,unreasonable allocation of resources,weak supervision and management,resulting in insufficient supply of public welfare services and relatively lagging development.Among them,the position of the management institutions is not clear,which not only undertakes the function of public service but also has the function of market profit.However,restricted by the thinking of planned economy management and the traditional performance evaluation system,they can no longer meet the development needs of the society and themselves in the socialist market economy.Therefore,the system reform is urgently needed.To promote the reform of institutions smoothly and scientifically define the scope of functions,it is necessary to develop a complete and effective performance evaluation system.Because of its nature and ownership,the management institutions still use the government performance evaluation method,failing to start from their own situation,resulting in fuzzy evaluation positioning,lack of scientific indicators,lack of objectivity evaluation results can not provide guidance for follow-up work,resulting in unclear scope of functions,contrary to the law of market economy.Based on the quantitative evaluation of EVA performance evaluation index and the qualitative evaluation of social benefits,this paper designs a performance evaluation index system suitable for the development needs of business institutions,which is helpful to improve the efficiency and accuracy of performance evaluation of business institutions,to help leaders change their management concepts and development strategies,and to strengthen them.State-owned capital and financial management are conducive to the classified reform of public institutions,the provision of the basis for the budget of financial funds,and the establishment of a new type of public institutions adapted to the market economic system.This article mainly applies the research method of literature,build model and the case analysis,through collecting the public sector performance appraisal and the economic value added theory literature,understands and grasps the institution performance appraisal present situation and the existence question,and proposes the EVA model application in the management type institution performance appraisal tentative plan,establishes a set of The performance appraisal method suitable for operating institutions not only evaluates their social benefits but also highlights the economic benefits,and reveals the essence of both market profits of operating institutions.Taking L Provincial Bureau of Geology and mineral resources as the specific object of research and analysis,the measurement model is embedded into a case for functional analysis to demonstrate its effectiveness and practicability.There are five chapters in this paper: the first elaborate the background and significance,ideas and contents,research methods and the main contributions and shortcomings of the four issues;the second chapter is the theoretical basis and research status,introduces the relevant theories cited,and provides the theory for the EVA bit performance evaluation model.The third chapter is about the problems and shortcomings of performance evaluation of operating institutions,which lays the foundation for the following paper to apply the economic growth model to performance evaluation.The fourth chapter is EVA evaluation model of operating institutions,mainly from the evaluation model overview,evaluation and adjustment methods.which mainly analyzes the financial situation and operating performance of L provincial geological and mining bureaus,and evaluates the performance of L provincial geological and mining bureaus by using EVA model to further verify the superiority of EVA in performance evaluation of business institutions.Five and feasibility is the application of EVA performance evaluation model and suggestions to strengthen and improve the performance evaluation mechanism of institutions,hoping to provide some reference and inspiration for China’s institutions performance evaluation activities.
