Study On Countermeasures To Improve The Application Efficiency Of New Media In Gulou District Of Fuzhou

Modernization of social governance system and governance capacity is the premise and foundation of modernization of national governance system and governance capacity.Community governance is the foundation of social governance.In the context of the rapid development of information technology,the application of new media is increasingly widespread,which is especially helpful to the construction of an intelligent,efficient,open and shared community management system.It builds a bridge of interaction and cooperation between the government,community neighborhood committees and the public,and promotes the "good governance" of community governance.In 2012,the report to the 18 th National Congress of the CPC included "community governance" for the first time in the Party’s programmatic document,pointing out that self-management,service,education and supervision should be carried out by the people in urban and rural community governance.Since then,the Party has put forward specific requirements in all its plenary sessions to promote the modernization of the national governance system and governance capacity,and to innovate the social governance system and urban and rural community governance.Studying how to improve the application efficiency of new media in community governance has become an important measure to improve citizens’ happiness,promote social harmony and integration,create a new pattern of grassroots community governance,and realize the modernization of national governance system and governance capacity.This paper attempts to study the application effectiveness of new media in the community governance of Gulou District,Fuzhou,and to enrich the relevant research on community governance and new media,so as to provide reference and reference for the innovation of community governance in Gulou District,promote the modernization of national governance system and governance capacity,and build a harmonious,livable and smart community.This paper,taking "Ba Min easy access"-Fuzhou drum tower district as the research object,the integrated use of the new public management theory,governance theory,through consulting and collect relevant literature,combined with the questionnaire and interview,combing the application status of new media in Fuzhou Gulou community governance,refined community governance dilemma,new media application performance including limited audience positioning,promotion is not strong enough,interaction and feedback mechanism to be perfect,the network regulatory measures to strengthen,the functional wanting,role play is not outstanding,etc.From the government,community neighborhood committee,society,new media itself four levels of analysis framework to analyze the underlying reasons and put forward corresponding countermeasures.Specifically,the management government is not fully transformed into a service-oriented government;the lack of technology,funds and media management personnel;the low participation of residents,social organizations and community enterprises;and the virtuality and anonymity of new media are the main factors that restrict the improvement of the application efficiency of new media in community governance.Based on the successful cases of improving the application efficiency of new media in community governance at home and abroad,the policy implications of this paper are obvious: building a service-oriented government,strengthening the construction of community team,giving full play to the multi-subject role of society,and improving the construction of new media platform.
