According to the nature,characteristics and management needs of civil servants,civil servants in China can be divided into comprehensive management,professional technology and administrative law enforcement.In China’s civil servants,the number of civil servants in general management positions is the largest at present,in the overall civil servants in the main position.In recent years,with the rapid development of economy and great progress of social civilization,people’s demands have increased and there have been new changes,and they have higher and higher requirements on the service level of the gov ernment,so they have higher standards on the work requirements and ability of civil servants,and they are facing more and more work pressure and heavy responsibilities.Improving civil servants’ post competency is conducive to improving their ability and accomplishment,further improving individual work efficiency,improving organizational performance,and even improving the level and quality of government public service,so as to better serve the masses.In order to make the civil servants of comprehensive management better serve the masses and build the society,it is very important to develop a training system for the civil servants of comprehensive management that meets the needs of the post.The content of this paper is divided into five parts: The fir st part is the introduction,which mainly includes the research background,research purpose and significance of this topic,domestic and foreign literature review,research methods,research ideas and paths of this research topic.The second part is related concept definition and theory overview.It defines the core concepts of civil servants in general management positions,initial training and competency,and introduces the theoretical model of competency,providing theoretical support for the construction of comprehensive management civil servant competency model.The third part mainly introduces the basic situation of the initial training of newly employed civil servants in K City.The four parts mainly illustrate the problems in the training of civil servants of comprehensive management in K City,such as the training method is too single,the training evaluation mechanism needs to be improved,the lack of effective training demand analysis,and the pertinence and practicability of training content need to be strengthened.The fifth part analyzes the training concept,training content,training form,training evaluation,training teachers and training objects under the guidance of competency.This paper expounds the main reasons for the problems in the initial training of civil servants in K city,including the failure to implement the competency training concept,the lack of overall design of training content,the failure to design training forms based on competency,the mismatch between evaluation means and incentive measures and the promotion of competency,the insufficient mining of training resources for teachers,and the unclear division of training objects.In the sixth part,suggestions and countermeasures are put forward to establish the initial training concept matching the competence,construct the content model of the initial training for civil servants,use the evaluation means and incentive measures matching the competence,and fully explore and cultivate teacher resources,in order to provide optimization ideas for the initial training of comprehensive management civil servants in K City.The seventh part is the research conclusion,shortage and prospect.
