and other developed countries,which makes the e-government is widely used in China,and the government convenient hotline has become one of the important development of service government,this means has played a huge function in social management,at the same time implement the 19thParty Congress put forward the"people-centered"development concept.At the national Government Hotline Conference held in August 2019,experts and scholars pointed out that the government hotline has undergone more than 30 years of innovation and played an important role.It has not only improved the quality of government services,but also guaranteed social security and created new social governance methods.Of course,this measure also has great space for development.With the development of The Times,under the reform background of"delegating power,streamlining regulation and service"in today’s society,the government hotline should also have the corresponding improvement and development.The CPC Central Committee and the State Council attaches great importance to speed up the construction of service-oriented government,General Secretary Xi Jinping made important instructions,emphasize"people first"is the fundamental premise of make the right choice,always put people’s interests in the top position and focus on the needs of the people to solve their masses.As an important comprehensive platform for government services,the main function of the county magistrate convenience hotline is to establish a channel of communication between the government and the masses,quickly and efficiently provide consultation and appeal solving services for the public,and convey social demands and the will of the people,and it is an important way to implement General Secretary Xi Jinping’s theory of"people first".Previously,many scholars have studied the mayor’s hotline in terms of theory,working methods and application methods.Although the convenience hotline is in the same line as the mayor’s hotline,there are still few academic studies on the convenience hotline.This paper take Fengtai county magistrate convenient hotline as the breakthrough point,studing the organization setup,operation,analyze the problems,the purpose is under the framework of service government,according to Fengtai county situation and regional characteristics,explore Fengtai county magistrate convenient hotline should better play and use the government resources,to provide efficient and convenient service for the masses.In recent years,the number of work orders of Fengtai County magistrate convenience hotline has been increasing year by year.Facing the high expectations of the citizens,how can we improve the service level on the existing basis?In view of this,this paper discusses the research aspect of the convenience hotline from six parts.The first part mainly introduces the research background and basis,research purpose and significance,domestic and foreign research status,research ideas and research methods,research possible innovations and shortcomings.The second part mainly introduces the relevant concepts of county magistrate convenience hotline research,respectively,government service,E-government,county magistrate convenience hotline,and the theoretical basis of research,respectively,the people first theory,service-oriented government theory,social governance ability and social governance level modernization theory.The third part mainly introduces the establishment and working mechanism of the hotline of Fengtai county magistrate,including the establishment and operation of the hotline,working system,handling principles and handling methods,as well as the difference between the hotline and the mayor hotline in terms of organization and working process.In the fourth part,the questionnaire survey method and offline interview method were used to investigate and analyze the convenience hotline years from 2018 to 2021,including the survey purpose,survey design and survey questionnaire recovery and the processing of survey data.The fifth part,according to the data processing and analysis of the investigation,discuss the results of Fengtai County magistrate convenience hotline and the existing problems,and analyze the causes of the problems.Combined with investigation and data analysis,think from the leadership attention,with strong hotline staff,establish scientific system and mechanism,the government existing functions,strengthen department linkage,optimize the management assessment system to improve the service level.In the long run to a certain extent,this provides a feasible solution for the establishment of a sunny,cooperative,clean,efficient and high-quality service government,building a harmonious,stable,healthy and livable social environment,and promoting the orderly development of the society. |
