In our country,the development of new technologies such as mobile payment and GPS positioning and the public’s demand for the “Last kilometer” have given birth to a new mode of transportation-shared bicycle,it meets the urgent needs of citizens.At the same time,there are some problems such as vehicle safety,parking order,deposit management,market competition and so on.The regulation of shared bikes is testing the wisdom of city management and public civilization,and also testing the ability of city managers to govern.At present,shared bikes have fallen into various difficulties in their development,to promote its sustainable development,environmental issues,traffic congestion and other issues have a certain significance.Through the analysis,we can find that our current bike-sharing supervision has not formed a co-governance situation.Based on the perspective of collaborative governance,this paper investigates the regulation of shared bikes in Mudanjiang using game theory.By using the methods of Literature Study and questionnaire survey,this paper analyzes the problems existing in the process of the supervision of shared bicycles by the three main regulators,namely enterprises,the government and the public,it also analyzed the causes of the regulatory problems in Mudanjiang,including the lack of collaborative governance mechanisms,the inconsistent objectives of collaborative governance and the imperfect norms of the subject of collaborative governance.Secondly,using the method of game theory,this paper constructs and analyzes the interest game relationship among the government,the enterprises and the public in the bikesharing supervision system,for the next sharing bike regulatory system optimization and security measures to lay the foundation.As an innovative public service widely accepted by the masses,shared bicycle has the necessity and rationality of development,it is necessary to coordinate the interests of the government,bike-sharing enterprises and the public,so as to play a positive role in the supervision of bike-sharing and make urban transportation more convenient and comfortable. |
