Research On Multiple Governance Optimization Of Tobacco Control In Public Places

In recent years,with the release of "Healthy China Action(2019-2030)" and the continuous introduction of a series of tobacco control policies across the country,the problem of tobacco control in public places urgently needs to be solved.In some developed cities at home and abroad,the work of tobacco control in public places can be orderly promoted,but the work of tobacco control in second and third-tier cities has little effect.The main reasons are unclear responsibilities of tobacco control mechanism for multiple subjects,imperfect multi-supervision mechanism between government departments and low participation of non-governmental departments.Based on tobacco control T city public places,for example,based on the theory of multiple governance,the governance body regulatory role to play in the tobacco control,carrying out the "smoke" concept,and campus public governance issues about tobacco control,tobacco control publicity,social public smoking control involved in the aspects such as multiple governance is analyzed and put forward the corresponding countermeasures.Firstly,this paper discusses the value and significance of this paper from the social background of the source of the problem,reviews the research of domestic and foreign scholars on multiple governance theory and tobacco control in public places,and makes it clear that this paper adopts the methods of investigation and literature research to carry out in-depth research.Secondly,define the concept of public places,define and distinguish the concepts of tobacco control and smoking ban,and sort out the three characteristics of multi-governance theory.Then,this paper discusses the background of tobacco control in public places in China,analyzes the status quo and existing problems of national and local laws and regulations,and studies the status quo of tobacco control in public places in some domestic cities,laying a foundation for the analysis of problems and causes in the following part.Then,based on the survey method,in-depth understanding of T city present situation of tobacco control,analysis and found the reason: government’s leading and related department regulation effect is not clear,the concept of "smoke" implementation does not reach the designated position,both inside and outside the campus tobacco control governance,propaganda department’s tobacco control propaganda work does not reach the designated position,not fully mobilize the participation of social public smoking control and so on.Combined with the collaborative governance theory and the new public service theory,the author draws lessons from the excellent tobacco control practices of some cities at home and abroad,and believes that T city should actively mobilize multiple tobacco control governance bodies.Tobacco control should be implemented in the following aspects: improving the diversified supervision mechanism of tobacco control in public places,exploring the diversified construction system of civilized smoking environment,optimizing the diversified governance mode of tobacco control in public places inside and outside campus,improving the effectiveness of diversified publicity of tobacco control in public places,and diversified participation in tobacco control.The specific implementation path includes the following 12 measures: adjust the leading institutions of tobacco control in T city,to create the matrix of tobacco control supervision subject;Formulate the construction plan of civilized smoking environment construction and clarify the construction and maintenance responsibilities of civilized smoking environment construction;The tobacco control and protection system for minors in T City was introduced to pay attention to tobacco control on campus and strictly control the rational layout of tobacco retail stores around the school.Enhance the attractiveness of the form of tobacco control in the publicity department,strengthen the leading role of national staff in tobacco control,and pay attention to the continuity of tobacco control efforts on media platforms;Actively guide the public to participate in tobacco control,actively guide the management personnel to participate in tobacco control.
