Research On Network Intellectual Property Protection Based On Big Data

Since the 18 th NATIONAL Congress of the CPC,the Central Committee with Comrade Xi Jinping at its core has placed ipr protection in a more prominent position,made major decisions and plans on implementing a strict IPR protection system,and adopted a series of new measures by relevant legislative,administrative and judicial departments,thus significantly improving ipr protection.In today’s era,the informationization tide blustery,digital reform in full swing,with big data,artificial intelligence,yuan the universe,the stars,such as the Internet technology,represented by the rapid development of science and technology revolution,which triggered a huge changes to the way the social economy and management,network intellectual property protection is one of public managers face new problems and new challenges.Compared with the past,Internet intellectual property infringement is more convenient,diversified and hidden,and the traditional public management mode and public management thinking can no longer adapt to the needs of the new era.The first chapter systematically introduces the concepts and characteristics of big data,situational awareness and network intellectual property protection at home and abroad,and then introduces the new public management theory to determine the basic concepts and theoretical basis of the research.The second chapter points out that public managers must innovate ideas,innovate technologies,and gather together forces to explore a new path of network intellectual property protection from the aspects of the reform of intellectual property protection brought about by the era of big data,and the existing problems and necessity of network intellectual property protection.The third chapter analyzes the thinking change brought by big data thinking to public managers,and considers the characteristics and ways of network intellectual property protection from the dimension of big data.Furthermore,it points out the urgent need to protect network intellectual property through big data,and establishes an index model of network intellectual property protection based on big data around the triple protection mechanism of judicial protection,administrative protection and social protection,and makes a detailed analysis of the index model.In chapter 4,a situational awareness system for network intellectual property protection is constructed based on the index model,and the development status of network intellectual property protection from 2017 to 2021 is comprehensively evaluated.The fifth chapter of the paper predicts and analyzes the trend of network intellectual property protection in 2022 based on the situation of network intellectual property protection in the first five years,finds out the potential problems and puts forward the improvement measures.It is hoped that public managers can quickly and accurately perceive important information or abnormal information through the network intellectual property protection situation awareness system,correctly understand the current situation,and make correct decisions through the judgment of the situation.
