Research On The Construction Of Standardization System Of Party Building In Urban Communities

The standardization of Party Building in urban communities refers to the institutionalization and standardization of the organizational structure relationship,management and education of Party members,community governance structure,allocation of activity sites,and division of work responsibilities of Party building in urban communities according to the nature characteristic and operation rules of Party Building in urban communities.The building of the party in urban communities is an important part of the construction of the Party’s basic organizations,it is also the leading core of all kinds of community organizations and work,and the foundation of the Party’s all work and fighting capacity.In the new period,the development of urban economic society and the evolution of the mode of citizens’ activity have put forward new and higher requirements for the Party Building in urban communities.19 th CPC Central Committee’s 5th Plenary Session asks for improving community’s management level and perfecting the community’s service mechanism.It also require the community to carry out the grid management and service,making the group organizations and social organizations come into play,and giving the self-discipline function of industry associations and chambers of commerce to play,so as to realize the close and benign relationship of government,social regulation,residents’ autonomy.The standardization of Party Building is an important method to improve the leading ability of Party Building in urban communities.The construction and improvement of the standardization system of the Party Building in urban communities is related to the construction of Party and the improvement of modern governance level of the community in the new period.Therefore,it is of great practical significance to explore the standardization of community’ s Party Building.In 2015,the General Office of the State Council issued the national standardization system construction and development plan(2016-2020).In the plan,L community in Longmatan District of Luzhou city was identified as the pilot project unit of service standardization in Sichuan Province,and the standard system construction of community’s people’s livelihood service complex in Longmatan District of Luzhou City has been carried in since 2016.Based on the collection of relevant data on the construction of Standardization System of Party building in L community,this paper sums up and analyzes the implementation process,operation and achievements of the construction of standardization system of Party building in L community,and analyzes the problems existing in the standardization construction,according to the key points of the Party construction work,this paper puts forward some suggestions on speeding up the implementation and popularization of standardization.In this process,on the one hand,I visited the Organization Department of Luzhou Municipal Party Committee,the Organization Department of District Committee and the sub-district office and consulted documents and materials,so as to understand the top-level design,document provision and specific requirements of the higher party organizations on standardized construction.Based on L community residents’ committees and the community resident interviews and research,understand the L community to perform any related policies and combined with their own creative to carry out the pilot work of the actual experience,and opinion suggestion,it is concluded that main practices of party construction in L community standardization,on the basis of carrying out Longmatan district city community party building construction,work on five aspects: building organization system,reinforce team players construction,enhance party members’ education management,standardize organization life,establish service system,leading community party level increase and perfect governance function,expanding community party organization rate of coverage effectively,playing party building urge role,improving community service quality,reducing community workload,raising party building work satisfaction of masses.We can see from L community experimental work,standardization is the base of community party building,party building lead is the core of community management,masses of satisfaction is the root of community management.The result and experience of L community experimental work show that this job have special meaning of constantly improve Longmatan party building community standard system,raising members’ business capability,integrating resources of relevant departments.Meanwhile,we should also realize that the limit of standardization system construction in pushing party building standardization construction,leading mechanism needed to be strengthen,party standardization lead power in community management and service not enough,standardization system is limiting and other problems right now.Fundamentally speaking,because of the standardization is not made and analyzed deep enough,relevant researchers can not realize the lake of shortcoming,community administration takes on too much business,experimental spots do not have enough conduct propaganda,system of safeguard mechanism and performance still have lots of shortcoming and so on.On the other hand,based on solving the problems existing in the standardization system of the Party building in L community,drawing on the useful experience already gained,and combining with the Party building priorities such as upgrading the basic-level governance system and the modernization level of governance capacity,learning from the experience and practices of the advanced regions,implementing the new policies and new requirements promulgated by the Party committees at higher levels,and exploring the countermeasures and methods for improving the standardization of Party construction in urban communities,emphasizing the improvement of the standardization system in such aspects as enhancing the standardization system in formulating the scientific level,strengthening the design guidance for the top-level standardization construction of the Party building in communities,strengthening the standardization propaganda of the Party building in communities,enhancing the standardization of the Party building in communities and leading community governance and service efficiency,improving the standardization evaluation system of the Party building in communities,and strengthening the guarantee for the standardization construction of the Party building in communities,through the standardization to enhance the quality of community party building,through the standardization of Community Party building to lead community governance and service capacity to constantly improve.
