| In recent years,with the progress of science and technology in China,civil UAV has gradually entered people’s daily life,such as playing an important role in aerial photography,remote sensing,surveying and mapping,fire fighting and other fields.During the epidemic,a logistics company launched the "drone delivery" service,which not only effectively reduced the risk of infection,greatly improved work efficiency,but also further broadened the application scope of civil UAV.At the same time,the prospect of civil UAV is promising and developing rapidly,which market size growing from 2.4 billion in 2015 to 36.1 billion in 2020,with an annual growth rate of 72%.However,in the face of a large number of scientific and technological dividends,all kinds of public safety incidents which caused by civil UAV are more and more frequent.Public threats caused by risks are more and more intense,and the imbalance between industry development and control measures is also more and more prominent.Therefore,civil UAV safety issues need to be further studied.This article purpose to analyze civil UAV safety problem,combing the current controls,finding difficulties during UAV control,and put forward the optimization path,for the purpose of risk-based regulation perspective,by reading literature,analyzing recent controls,combined with the examples,from "risk identification" to "risk assessment" to "risk regulation" three links to carry out the research,finally make a conclusion of civil UAV safety problems.From literature review and typical case study,it is not difficult to find that the current safety risks of civil UAV are mainly reflected in internal risks caused by uneven product quality and characteristics,and external risks caused by four types of actors related to civil UAV.The main safety problems include collision,plane crash,"black flight" disturbance,terrorist attacks,crimes and so on.In view of these security risks,China has adopted a series of civil UAV control measures.But due to imperfect laws and standards,unclear regulatory subjects,personnel management is not in place and other factors,the control effect is not ideal that seriously endangering public safety.From the perspective of risk regulation,this paper takes the lack of civil UAV control as the guidance and proposes the optimization path through research and analysis.Firstly,the civil UAV system should be further improved.Industry standards should be issued as soon as possible and categories of civil UAV should be refined.Classified management should be achieved and also introduced the airspace management mode of civil UAV.Secondly,it is necessary to strengthen the control of civil UAV production personnel,sales personnel,owners and operators to reduce the risk caused by "human factors".In addition,we should further strengthen cooperation and governance between multiple departments to achieve the effect of co-governance,co-construction and mutual benefit.Finally,civil UAV emergency response mechanism should be established to build an integrated platform,improve comprehensive defense capability,and make full use of new equipment and diversified control measures. |
