| This research aims to study the accession to the WTO of the Lao PDR by highlight the trade policy development and in-depth analysis of Lao fulfilling WTO legal obligations.The methodology using in this research is descriptive qualitative method,where the author reviews relevant documents and reports to understand the trade development of Laos and the incentive of Laos joining WTO.In recent years,international trade and economics has grown rapidly.The income per capita has risen,thus reducing poverty over time.Therefore,the economic integration mission is a key factor of Laos to economic and social development.The Government of Lao PDR has sought a member of the World Trade Organization for further international economic integration.Because the Government of Lao PDR regards the accession to the World Trade Organization can help the development by gaining the trade privileges from the membership,especially as a least developed country.However,its membership in the World Trade Organization has led many scholars to question to what extent Laos can gain an advantage from being a member of the WTO,especially the capacity and preparedness of Laos in fulfilling WTO legal obligations.Thus,this study aims to demonstrate the legal problem of Laos in the process of implementing WTO principles and legal obligations to maximize the benefits gained from being a WTO member of Laos.In which the research also examined the trade performance in Laos before and the effect after acceding to the WTO by using secondary literature.Due to legal reform being key to WTO accession and the more effective legal framework amendment and implementation,the more benefit of being a member of a multilateral trade agreement,the author acquired unclassified documents from the Lao government for legal analysis of case study of Laos implementation of WTO related commitments.Utilizing the analysis to identify legal problems of Laos in fulfilling WTO legal obligations and explain the process of managing such problems in gaining lessons learned to provide suggestions for Laos to better prepare itself in meeting regional and international legal obligations. |
