Differences And Cooperation Between China And The United States In The Field Of Counter-terroris

Since the 1960 s,the issue of terrorism began to spread all over the world.During this period,China and the United States gradually formed their own anti-terrorism policies.And these policies have been being developed and evolved according to the change of terrorism environment.Since the 1990 s,China and the United States have become increasingly interdependent on anti-terrorism issues,and similar interest claims have also been reached on anti-terrorism issues.Under this premise,China and the United States have reached cooperation on counter-terrorism,confined to multilateral fields with occasional characteristics,while lacking specific bilateral cooperation.It is mainly reflected in the principled cooperation of signing anti-terrorism conventions and joint promotion the adoption of relevant resolutions within the framework of the United Nations.Since 9/11,terrorism,as a global threat in non-traditional security fields,has attracted extensive attention from the international community.The "new terrorism" represented by 9/11 is rampant and even more destructive.It has led to the change of anti-terrorism policies and the attitude.China and the United States are aware of the importance and urgency of strengthening counter-terrorism cooperation.The September11(9/11)attacks has also become a time node for these two countries to reach bilateral counter-terrorism cooperation and improve bilateral relations as well.China and the United States have achieved a series of anti-terrorism cooperations after 9/11.On the basis of the previous multilateral cooperation within the framework of the United Nations,the two countries have launched bilateral counter-terrorism cooperation in specific areas including intelligence,finance,law enforcement,customs transportation and cyber counter-terrorism.With the launch of the “War against Terrorism”,the differences between the two sides in the field of counter-terrorism have gradually emerged.These differences have become one of the obstacles of both sides to the deepening and institutionalization of China-US counter-terrorism cooperation.Based on the review of the anti-terrorism process and policy changes between China and the United States,in this thesis,the cognition and policy evolution of terrorism between the two countries before 9/11 from a historical perspective is summarized taking the 9/11 as a node from a historical perspective.The attitudes of China and the United States towards counter-terrorism cooperation and the differences and cooperation in the field of counter-terrorism in different periods are studied and summarized.The basis,types,characteristics,and deficiencies of the cooperation between the United States and the United States in the field of anti-terrorism are explored and sorted out to analyze the differences between China and the United States in the field of anti-terrorism and the deep-seated reasons for their generation.
