Study On The Supervision Problems And Countermeasures Of Changsha Social Old-age Service

According to the 7th national population census of Changsha in 2020,the number of elderly people over 60 years old has reached 1.539 million,accounting for 15.33% of the total.For the increasingly severe pressure,government has issued a series of policies and measures to promote the development of social old-age services and its supervision.In the 14 th Five-Year Plan for National Aging Industry Development and Old-age Service System Planning,it proposes to strengthen coordinated supervision and improve the comprehensive supervision system for old-age services.Changsha Old-age Institutions Management Measures(Trial)request to strengthen supervision and inspection from the aspects of establishment of old-age institutions,services quality and operation conditions.At present,Changsha social old-age services is mainly supervised by government,including its content and quality,by laws and regulations,and sampling inspection.Through field visit and interview,it is found that there are problems such as unitary subject,low efficiency,and non-standard evaluation in the supervision of social old-age services in Changsha.To guarantee the quality of old-age services and the rights of elderly people,it is necessary to strengthen the comprehensive supervision of social old-age services in Changsha.Third sector has the virtue of independence,autonomy,and public good,it is an important part of social old-age service supervision system,which is beneficial to realize diversification supervision in flexible and effective ways,promote the optimization and improvement of social old-age service supervision.Firstly,this paper defines the concept of social old-age services,supervision and third sector,discussed the theoretical basis of this article,including public goods theory,government failure and market failure theory,third sector theory.Secondly,this paper using the method of focus interview with relevant government staff,community and agency workers,aging industry organization and aged group,conducted a field interview on the current situation of social old-age services supervision in Changsha,explore the main problems existing in current supervision and summarized the causes.Finally,put forward suggestions to improve social old-age services supervision based on the perspective of strengthening third sector participation,mainly from the concept of third sector’s own capacity,institutional guarantee,supervision methods and evaluation system.
