Research On The Countermeasures Of County-level Government To Deal With Network Public Opinion Of Sudden Public Events

With the development of Internet technology and the popularity of new media platforms,the work of local governments in dealing with public emergencies has become more complex.Taking the gas leakage event in WUTONGQIAO district as a case,this paper carries out a case study,summarizes the evolution characteristics of network public opinion of current public emergencies and the response measures of local governments,analyzes the pain points in the process of local governments responding to network public opinion of public emergencies,and finally refines the Countermeasures and suggestions for local governments to effectively respond to network public opinion of public emergencies.Around the above research ideas,this paper has carried out the following research:The first part analyzes the current situation of the county-level government’s response to the network public opinion of public emergencies,and discusses the main impact of the network public opinion of public emergencies on the government from the perspectives of favorable impact and adverse impact.The second part,taking the gas leakage network public opinion event in Wutongqiao District of Leshan City as an example,makes a complete and systematic analysis of the basic situation of the event,the evolution process,characteristics and laws of network public opinion,as well as the corresponding measures of the government and the response of Internet users.This paper focuses on the evolution characteristics of network public opinion,information communication between the government and Internet users and other core issues.The third part summarizes the main problems existing in the local government’s response to the network public opinion of gas leakage events,the deep-seated causes of the problems,and obtains the corresponding work enlightenment.The fourth part,combined with the research conclusions,under the guidance of public management policies,puts forward countermeasures and suggestions to promote the network public opinion ability of county-level governments to deal with public emergencies.After the above research,this paper finds that:1.Due to the improper disposal of the local government,there was a deviation in the information communication with the netizens.In the face of the fact that the irritant gas was disturbing the residents and a large number of citizens "fled",the government of Wutongqiao District failed to respond in time to the netizens’ key questions such as "whether the chemical enterprise gas leaks","where the irritant gas comes from" and "whether the irritant gas is toxic",ignoring the evolution characteristics of the Internet public opinion,This leads to the gradual detonation and out of control of network public opinion.The network public opinion event of Wutongqiao gas leakage has deeply exposed the shortcomings and pain points of the current local government in dealing with the network public opinion of sudden public events.2.The main problems existing in the online public opinion disposal of Wutongqiao gas leakage incident are the untimely disclosure of authoritative information of local governments,the inaccurate grasp of the evolution law of online public opinion and the lack of policies and regulations in the disposal process.The deep-seated reasons for the corresponding problems are: the weak awareness of network public opinion crisis of local public officials,the lack of network public opinion monitoring ability of local governments and the lack of laws and regulations related to network public opinion.Taking the network public opinion disposal of Wutongqiao gas leakage event as an example,starting from the deficiencies and deep-seated reasons of local governments’ disposal of network public opinion events,and under the guidance of public management theory,this paper puts forward countermeasures and suggestions to improve the network public opinion disposal ability of county-level governments in response to sudden public events: comprehensive investigation,timely disclosure of authoritative information,strengthening construction,improving the network public opinion monitoring and management ability and system planning,Improve the legal system of Internet public opinion.
