| The issue of "agriculture,rural areas and farmers" has always been a fundamental issue related to China’s social and economic development.Doing a good job in agricultural development and promoting rural revitalization is an important part of China’s socialist modernization.Since its establishment,supply and marketing cooperatives(hereinafter referred to as "supply and marketing cooperatives")have made great contributions in providing agricultural services,ensuring market supply,urban and rural circulation development and so on.Years of practice has proved that supply and marketing cooperatives are an important force for the prosperity of rural social development in the period of planned economy.However,with the development of market economy,supply and marketing cooperatives themselves began to have many problems that were not in line with the development of the times.The operating status of supply and marketing cooperatives gradually declined,the function of serving "agriculture,rural areas and farmers" was significantly weakened,did not play its due role in the field of public services,and gradually became a "marginalized" weak department.It is clearly required in ZF [2015] No.11 document,"Supply and marketing cooperatives should give priority to serving agriculture.Facing agricultural modernization and farmers’ production and life,they should promote the extension of supply and marketing cooperatives from circulation services to whole process agricultural socialized services and to all-round urban and rural community services,accelerate the formation of a comprehensive,large-scale and sustainable service system for agriculture,and provide services in key areas and links such as agricultural material supply,agricultural product circulation and rural services Farmers provide convenient,affordable,safe and high-quality services ".In order to adapt to the new situation of agricultural and rural economic and social development,meet the new expectations of the farmers,undertake the new functions of the Party committee and the government,and become the bridge and link between the party and the government and the farmers,the supply and marketing cooperatives must expand their functions of serving farmers.By combing and summarizing the relevant literature in China’s agricultural field and the theoretical research results related to public management,this paper fully investigates the achievements of the provincial supply and marketing cooperatives in Promoting Rural Revitalization in accordance with the idea of "from practice to practice",combined with the actual work,establishes the research on the basis of practical investigation and literature analysis,adopts the literature research method,and consults the relevant policies at home and abroad Theoretical works and research literature,referring to the research results of existing literature,have laid a theoretical and normative foundation for the research of the problem.Based on the theoretical experience of experts and scholars at home and abroad and the basic examples of relevant practice,this paper investigates and studies,understands the relevant modes through the combination of theory and practice,selects innovative and representative successful cases inside and outside the province for examples,and discusses the modes and paths for the supply and marketing cooperatives to play their service functions for agriculture under the new historical conditions.Through the convenience of work,we actually visited relevant units.The subjects of field investigation include local villagers,village community cadres,township cadres and cadres of supply and marketing cooperatives.We collected relevant materials and data,and further demonstrated the path choice for the expansion of supply and marketing cooperatives into agricultural service functions by comparing and analyzing the changes after the supply and marketing cooperatives participated in rural services.This paper arranges and analyzes the function change history of supply and marketing cooperatives.From the perspective of public service,this paper reviews the development process of China’s supply and marketing cooperatives,analyzes the development of cooperatives and supply and marketing cooperatives at home and abroad,makes an empirical study on the functional transformation of supply and marketing cooperatives in Sichuan Province,defines the innovation direction of supply and marketing cooperatives for agricultural functions from the perspective of public service,and puts forward countermeasures and suggestions for giving full play to the service functions of supply and marketing cooperatives for agriculture in Sichuan Province under the new situation,We should cultivate the organizational carrier and consolidate the grass-roots foundation;Establish supporting mechanism and improve service strength;Expand service content and provide customized services;Strive for policy support and improve the incentive mechanism;Promote villagers’ autonomy and participate in rural politics;Help public services and develop rural society to realize the good wishes of strong agriculture,beautiful countryside and rich farmers. |
