| With the continuous promotion of China’s new urbanization and the implementation of the Rural Revitalization Strategy,the construction of characteristic towns has also developed rapidly under the promotion of national policies.Tourism characteristic town,as a kind of characteristic town dominated by tourism industry,has also attracted more and more attention.Government departments adopt PPP mode in the construction of tourism characteristic towns,which can attract social capital to cooperate with government departments and reduce the financial pressure of the government.With more and more normative documents issued by the state for the PPP mode,and the tourism characteristic town project itself has problems such as long construction cycle,large investment amount and inability to recover capital in a short time,the tourism characteristic town project will face more risks,and the research on the risk management of tourism characteristic town under the PPP mode is also very important.By combing the authoritative literature and using the expert questionnaire method and analytic hierarchy process,this paper constructs the preliminary risk index system of tourism characteristic towns under PPP mode.In order to make the risk index system more consistent with the project of tourism characteristic towns,this paper combs and integrates the results of the expert questionnaire and makes a secondary demonstration,and finally obtains the risk index system of tourism characteristic towns under PPP mode uniformly determined by experts,with a total of seven risk dimensions,29 specific risk indicators.Based on the risk index system,the weight of each risk index is determined by using analytic hierarchy process and expert questionnaire method,and the risk sharing results of tourism characteristic towns under PPP mode are obtained through AHP-fuzzy comprehensive analysis method,including 9 risks borne by the government alone,11 risks borne by the private sector,and 9risks shared by the government and the private sector.In view of the risks shared by the government and the private sector,the expert questionnaire method and AHP fuzzy comprehensive analysis method are used to determine the sharing proportion of the nine shared risks between the government and the private sector.Through the analysis of the background,project positioning and market forecast of J town project,the risks of J town project are comprehensively evaluated by using expert questionnaire method and AHP-fuzzy comprehensive analysis method.Through the analysis,it is found that J town project faces the highest operational risk,higher construction risk and market risk,general market risk and social risk,and lower political risk and legal risk.Then,combined with the risk sharing model of tourism characteristic town under PPP mode constructed in this paper and the analysis of the risks existing in J town project,this paper puts forward countermeasures for the risks existing in J town project.Figure 4;Table 63;Reference 70... |
