Research On The Dilemma And Optimization Path Of "Policy Empty Transmission" Of Online Letters And Visits

The system of Letters and Visits is a socialist democratic system with Chinese characteristics,which has been controversial in practice.Since the 18 th National Congress of the Communist Party of China,the online Letters and Visits work of "Internet + Letters and Visits" has changed the traditional way of petition work,brought profound changes to the petition work,and is expected to "effectively make up for the shortcomings of a traditional petition".The online petition work provides a feasible research perspective for the reform of the petition system.Based on the policy empty transmission theory and the multi-source flow theory,this paper focuses on the development case of online Letters and Visits work in C District,and makes an in-depth analysis on of the implementation of online petition policy and the promotion of policy agenda reset.It is found that the implementation of the online petition policy in C District includes the process of integrating policy flow,process flow,and resource flow.When the policy text can not be well translated into specific implementation actions,leading to direct policy flow,insufficient moderation of regulatory policies leading to data distortion,data ice cold,etc.,leading to process flow block,and the lack of resources flow due to the unreliable foundation of petition big data and weak information value-added,there will be " policy empty transmission" phenomenon characterized by idle petition information,segmentation of petition data,and difficulty in solving the digital divide.The online Letters and Visits work has a negative feedback function of on public policy.After the phenomenon of "policy empty transmission",it triggers the formation of three major primary sources of multi-source flow theory.The problem flow,that is,the focus events and information indicators formed by the "idling" of online Letters and Visits,includes not only the general problems but also the typical special problems.Policy flow refers to the solutions to the problems put forward by the competent and responsible units and the opinions and suggestions put forward by the masses.In short,it is the solution ideas and solutions for the handling of letters and visits.Political flow refers to the emotional changes of the petitioners and other citizens and the thinking of the ruling party to solve problems.In the process of coupling the three sources,the policy entrepreneurs,i.e.,the Letters and Visits department,played an important role in promoting the reset of the policy agenda through high-level promotion,political potential energy and suggestions.At the same time,three hypotheses are demonstrated through research,that is,policy entrepreneurs can make timely efforts after paying attention to the phenomenon of "policy empty transmission",which can promote the problem flow to receive higher attention.Sufficient resource flows play a positive role in promoting the integration of multi-source flows by policy entrepreneurs.Policy entrepreneurs strengthen the valueadded work of suggestions,which can promote the earlier integration of problem flow and policy flow,and revise the multi-source flow theory of online petition work.On the basis of the above research conclusions,this paper proposes that the online Letters and Visits work should be further reformed and developed,and efforts should be made to strengthen the role of the main channel of online petition,make the information and data of online petition,and strengthen the role of policy entrepreneurs,so as to promote the reform of the petition system and improve the ability and level of petition governance.
