| Industrial Cluster is the most distinctive form of economic organization in the global economy.In recent years,with the rapid development of the world economy and the accelerated innovation of science and technology,industrial clusters,as an important means to promote the rapid development of industries and enhance regional competitiveness,have increasingly attracted the attention of relevant international organizations and governments.The market is the leading force in the development of industrial clusters,but the role of the government is also indispensable.In areas where the market cannot act,the role of the government is extremely necessary.What role should the government play in the development of industrial clusters,how to grasp the boundaries of government behavior and what means to play a role,these are issues that the government needs to solve urgently.This paper takes the government behavior in the development of industrial clusters in Tai’an High tech Zone as the research object,expounds the relevant theories of government behavior in the process of industrial cluster development,analyzes the current situation of industrial cluster development in Tai’an High tech Zone,analyzes the behavior of the government in promoting the development of industrial clusters,and puts forward the existing problems and deficiencies,mainly including ineffective planning guidance,lack of guidance of division of labor and cooperation mechanism,insufficient supporting industrial policies The construction of public service system is lagging behind,and the cluster brand and culture are not well shaped.The main reasons are the government’s insufficient understanding of the importance and necessity of industrial clusters,the deviation of government role positioning,the drawbacks of government performance evaluation mechanism,the limitations of the tenure system of administrative officials,and so on.On this basis,this paper proposes optimization strategies for government behavior from several aspects,such as scientific planning and layout,deepening efficient collaboration between enterprises,optimizing policy supply,improving public service quality,and creating "habitat" for industrial agglomeration.Finally,the paper summarizes this article and looks forward to the government’s further role in promoting the development of industrial clusters through scientific measures and effective actions. |
