A Case Study On The Adjustment Of Township Administrative Divisions In Ziyang

As a unique spatial resource,administrative resource,organizational resource and policy resource,administrative division plays a framework and basic role in the modernization of national governance system and governance capacity,and determines the scope and boundary of local government power.The adjustment of administrative divisions,as an important means for governments at all levels to shape the economic development map,improve the grass-roots governance capacity,simplify administrative institutions and divide the power boundary,plays an important role in promoting the superstructure to adapt to economic development.In different historical periods,there have been many practical operations and theoretical studies on township level administrative institutions,but few administrative units or scholars have conducted systematic research on the weight and correlation of various elements in the adjustment,and the role of the adjustment in promoting and hindering economic and social development.Therefore,it is necessary to conduct a comprehensive analysis and interpretation of the key elements of the township level administrative division adjustment.This study takes Ziyang 2019-2020 township administrative division adjustment case as the object,uses regional spatial structure,administrative organization,new public service and other theories,adopts literature research,case analysis and other research methods,deeply analyzes the reasons for success,and looks for the key factors in the process of Ziyang 2019-2020 township administrative division adjustment.Based on relevant data and survey results,this study draws the following conclusions:First,in the adjustment and reform of township administrative divisions,the reconstruction of spatial layout should focus on planning,service development and full evaluation;Second,the reconstruction of administrative institutions should comply with laws and regulations and the requirements of the higher authorities,and follow the principle of direction;Third,the reconstruction of the public service system should focus on overall planning,improve its scalability and accessibility,and focus on introducing social organizations to participate.Therefore,the scientific reconstruction of the spatial layout,administrative institutions and public service system is an important factor for the smooth progress of the township administrative division adjustment in Ziyang City from2019 to 2020,and effectively promote the economic development of the city.There are two innovations in this study.First,in terms of research methods,a large number of detailed work materials are introduced to conduct a comprehensive and indepth analysis of the operation process of the adjustment of township administrative divisions.Compared with other experts and scholars,the conclusions and enlightenment obtained from the adjustment of township administrative divisions are more operational and referential.Second,in terms of research content,the case can provide reference experience for the creative development of regional reconstruction and the construction of modern governance system to a certain extent in terms of how to determine the spatial layout of central towns,how to integrate with the planning of economic and social development,and how to adjust the organizational structure and personnel placement.
