Research On The Problems In The Development Of E-government In Liangshan Yi Autonomous Prefecture

With the further popularization and deepening of the Internet and mobile Internet,people are increasingly accessing information and handling affairs through the Internet.Since the appearance of e-government in the 1990 s,it has achieved vigorous development.The people increasingly like to deal with the government through the Internet.Compared with offline government affairs,online government affairs can save a lot of time.The State Council and governments at all levels are paying more and more attention to e-government.They have taken various measures to bring more government services online to promote e-government to restructure government institutions and processes,improve government governance efficiency,accelerate the transformation of government functions,and promote the modernization of local governance capabilities.Liangshan Yi Autonomous Prefecture(hereinafter referred to as Liangshan Prefecture)is a minority autonomous prefecture located in an underdeveloped area in the west,with complex geographical conditions,inconvenient transportation,backward economy and unbalanced regional development.The more underdeveloped the transportation is,the more people hope to handle government affairs online.The contradiction between the growing production and living needs of the people and the low level of e-government service ability caused by economic backwardness has become increasingly prominent.This thesis investigates the development of e-government in Liangshan Prefecture.Through the use of the new public service theory and the theory of government reengineering,and the combination of analysis and induction,literature research and investigation,this paper conducts research on the development of e-government in Liangshan Prefecture.In the study,it is found that the development of Liangshan e-government mainly has the following problems: lack of top-level design,imperfect security system,imperfect talent system,and low level of government service informatization as a whole.Through the in-depth analysis of the causes of the problems in the development of Liangshan Prefecture’s e-government,drawing on the practical experience of e-government in advanced regions in China,this paper puts forward the following countermeasures and suggestions to improve the e-government service capacity: establishing top-level design,improving the working system,improving the e-government talent system,improving the e-government application level and other measures.
