As China’s administrative approval system reform continues to deepen,such initiatives as “do it nearby” “do it online” “do it immediately” continue to push the new.While the administrative approval system is becoming more and more simple and convenient for enterprises and the public,it is gradually falling into a bottleneck.Therefore,the level of development of administrative approval reform gradually lagged behind the speed of economic and social development,and the masses for the approval of convenient and efficient expectations are getting higher and higher,so that repeated submission of materials,many approval links,long time processes and other problems that originally existed are becoming more prominent.In 2020,the Administrative Approval Bureau of Tianfu New Area in Sichuan joined hands with public security and taxation departments to create a across-department,crossbusiness integrated approval service through upward application for authorization and mutual recognition and sharing of approval information,breaking down barriers between local government departments and vertical management departments,and integrating the original multi-link,multi-process and fragmented approval business.That allows the masses and enterprises no longer need to wait for the completion of the previous approval process before they go to another department for the next approval process,helping them to complete a one-stop business start-up of all matters,making the approval more efficient and faster.This paper,based on relevant literature and theories,taking the example of the integrated approval reform in Tianfu New Area,Sichuan,analyze the reform measures taken by relevant government departments in Tianfu New District,and finds its research spread value.The content of this paper is divided into five parts: the first part finds the issue of how to promote the in-depth development of administrative approval work under the current development environment of China’s administrative approval system reform from domestic and foreign literature and research dynamics,and identifies the theoretical basis and path of the research.The second part focuses on the important value of case studies.The third part mainly describes the background of the case,the decision-making process,the implementation of the reform and the main initiatives,as well as the results achieved by Tianfu New District in the reform process.The fourth part combines the theoretical foundation and analyzes the successful way of the case from the unification of approval responsibilities and powers,the optimization of approval links,approval systems and approval standards,and the construction of coordination mechanisms,fault tolerance mechanisms and supervision mechanisms.The fifth part summarizes the case of promoting integrated approval in Tianfu New District,Sichuan,and draws research insights.Through the study and analysis of the successful experience of the case in this paper,the author has come up with the following revelations: First,we should adhere to the centralization of approval rights and to the integration of approval matters,and strengthen the organizational leadership of the party committee and government.Second,we should streamline the approval process,unify the elements of approval and adhere to data sharing.Third,we need to improve the long-term working mechanism,strengthen the approval and supervision,and adhere to the mass line. |
