Research On The Management And Countermeasure Of Civil Air Defense Project In JiaYuguan

Civil air defense works can be used to shelter personnel and materials in wartime,which are also important places to protect the safety of people’s lives and property.In peacetime,civil air defense works shoulder the responsibility and mission of serving urban construction and people’s livelihood,and are the most important material basis for civil air defense.Today,economic and social development continues,the international community changes,and the international situation is not stable.Under the new circumstances,civil air defense departments will focus on training and war preparation,and the importance of civil air defense projects is increasingly prominent.If civil air defense project wants to play its due benefit,routine maintenance management is crucial.Taking Jiayuguan City in Gansu Province as an example,this paper tries to analyze the problems existing in the management process of the city’s civil air defense engineering,dig out the root causes and put forward suggestions for improvement,providing certain theoretical and practical reference for the scientific management of civil air defense engineering and the healthy development of civil air defense cause in Jiayuguan city.This thesis includes the following six chapters.The first chapter is the introduction.This part mainly clarifies the topic selection background and research significance of the paper,puts forward the main research ideas,research methods and technical routes,and explains the main innovation points and existing problems such as basic problems.The second chapter is about the related concepts and theoretical basis of civil air defense engineering management.This part summarizes the concept and classification of civil air defense engineering,expounds the theory of public goods and public choice,and constructs the theoretical framework of this paper.The third chapter focuses on the importance and management of civil air defense engineering.This chapter first expounds the important position of civil air defense construction management from the height of "national event","national strategy" and "long-term strategy".Secondly,the present situation and management of civil air defense construction in China are described and analyzed by literature method.This paper carries out a questionnaire survey among 62 civil air defense project management staff of civil Air Defense Office(Civil defense Bureau)in 44 cities and21 provinces,autonomous regions and municipalities directly under the Central Government.The fourth chapter is the civil air defense project management mechanism in Jiayuguan City,Firstly,it introduces in detail the operation status of the civil air defense project management mechanism in Jiayuguan City,comprehensively and carefully understands the current situation of the development and utilization of all civil air defense projects in Jiayuguan City by consulting a large number of first-hand data,on-site investigation,interview and questionnaire,analyzes the problems existing in the civil air defense project management in Jiayuguan City,and discusses the civil air defense departments,development enterprises The main causes of the problem are analyzed by the participation mode,function mechanism and how to effectively fulfill their responsibilities of multiple subjects such as property units in civil air defense project management.This part tries to understand the current situation of civil air defense project management in China and the existing problems and causes,and lays the foundation for the rationalization suggestions in chapter five.The fifth chapter mainly studies the current situation and existing problems of civil air defense project management in Jiayuguan City.On the basis of the above research,the fourth chapter aims to put forward reasonable suggestions for improving the management of Jiayuguan civil air defense engineering.This part opens up new ideas for civil air defense project management from the following five aspects: system and mechanism construction,perfect property right system,multi-channel financing,strengthening the construction of professional personnel and strengthening publicity and education guidance.Chapter six is the conclusion and future outlook.On the basis of comprehensive theoretical research and case analysis on the responsibilities of various subjects in civil air defense engineering management,the final research conclusion is drawn and the future research,exploration and innovation aspects are prospected.
