Study On The Optimization Of Incentive Measures Of Community Service Participation By Residents In Yanchangbu Community Of Lanzhou City

Since the reform and opening up,community services have gradually replaced unit services,such as old-age care,medical care,sanitation,cultural and other services originally provided by the unit have been gradually replaced by the community.As a grass-roots mass self-governing organization,community neighborhood committee actually undertakes many service functions from district government and sub-district offices.In the important meetings of the Party and the state,the importance of residents’ autonomy and public participation has been repeatedly put forward.Residents’ participation has become the internal power source of community construction and development,which is of great significance for promoting community development and people’s all-round development.The positive interaction of urban residents in community service stimulates the possibility for urban residents to actively participate in other public affairs.However,from the basic situation of Lanzhou city residents participate in community service and current situation of incentive measures still exist many problems,for example,participate in the main body of a single,participate in content cannot meet the demand of residents’ growing a better life,participation channel coverage is narrow,residents participation consciousness is weak,lack of effective participation incentives and other issues.Based on the above considerations,this paper takes Lanzhou Yanchangbu community residents’ participation in community service actions as the research object,and takes how to optimize the incentive measures of Yanchangbu community residents’ participation in community service actions as the research problem.Data were collected through participant observation,questionnaire survey,semi-structured interview and other methods.Using the two-factor theory,this paper studies the basic situation and incentive measures status of community service participation of residents in Yanchangbu Community of Lanzhou City.It concludes that there are some problems such as insufficient time guarantee for residents’ community participation,the construction of information channels for residents’ community participation needs to be strengthened,the content of community services does not match well with residents’ demands for a better life,and the lack of material and spiritual rewards and matching incentive measures.The reasons for the above problems were analyzed from two dimensions: hygiene factors and motivational factors.Finally,we should establish and improve the linkage mechanism of community service participation,ensure the residents’ participation time,improve the fund guarantee mechanism of community service participation,introduce community social work to reduce the pressure of community from administrative services,innovate the platform and approach construction to make up for the asymmetry of information between residents and government services;and improve community service supply and demand docking mechanism,improve the community participation in performance appraisal indicators,provide specialized community services that meet the needs of residents,strengthen the material and spiritual rewards and matching incentive mechanism,strengthen the demonstration guidance,foster participation atmosphere two dimensions to optimize the countermeasures of urban community residents to participate in community service incentive.
