Public institutions are distinctively Chinese social public organizations that the government formed to carry out public service duties and advance social public welfare goals.After going through several stages of reform,including the implementation of the employment system,public recruitment for the society,and post setting of public institutions,the employment system,post setting management system,and public recruitment system have all been thoroughly established in recent years with the deepening of the reform of public institutions.Public institutions’ systems for managing staff are getting better and better.Post setting management is a very important part.Through post setting management,it is not only conducive to the better implementation of the employment system in public institutions,but also conducive to accelerating the pace of income distribution reform.Therefore,it is necessary to constantly improve the scientificity and rationality of post setting management,so as to promote better innovation and reform of personnel management system in public institutions.This paper focuses on the public institutions of S Department of H Province since the implementation of post setting management,starting with the actual status quo of post setting management under the employment system,focus on post management,through questionnaire survey and interview,it finds that the proportion of post structure is unreasonable,the job description is not perfect,the system of competition for posts,promotion and demotion is not implemented,and the incentive mechanism is not played.The main reasons are that the policy propaganda is not in place,the job description is not standardized,the incentive mechanism is not perfect,and the supporting policies are not complete.Therefore,this paper has designed an optimization plan for the post management of S Department and public institutions.Through the optimization design of four mechanisms,namely,the dynamic adjustment of "post setting structure proportion",the contract management of "post employment competition",the assessment and supervision of "post assessment promotion demotion ",and the two-way incentive of "post performance salary grade".This paper puts forward the safeguard measures for the implementation of the post management plan of S Department and public institutions,so as to improve the quality and efficiency of the post management work of S Department and public institutions,and provide research support for promoting the scientific,standardized and institutionalized personnel management work of public institutions.
