Research On The Minimum Living Security Standards For Residents In Beijing

The minimum living security standards for residents is an important basic living assistance system,playing an important role in safeguarding citizens’ basic rights and maintaining social stability.As an important component of the system,the minimum living guarantee standard for residents directly determines the level of subsistence allowances.By using market basket method,Engel coefficient method,Martin method,and extended linear expenditure model method to calculate the minimum living allowance standard,and selecting economic and social development indicators such as per-capita consumption expenditure,per-capita disposable income,per-capita gross domestic product,and fiscal revenue and expenditure to analyze the level of Beijing’s minimum living allowance standard,it was found that the current Beijing minimum living allowance standard meets the living needs of the insured and solves absolute poverty,However,the overall level of subsistence allowances is relatively low.Further using principal component regression analysis,it was found that the factors affecting the level of subsistence allowances were significant,including per-capita income and consumption expenditure,per-capita gross domestic product,and fiscal revenue and expenditure.Moreover,the level of subsistence allowances was largely influenced by fiscal revenue.Based on this,the reasons for the low level of subsistence allowance standards are analyzed from the aspects of formulation and adjustment:the subsistence allowance standards are more limited by financial capacity and pay less attention to the needs of the masses;The adjustment factors for the subsistence allowance standard are single;The binding of the minimum living allowance standard with other social assistance standards results in a lack of flexibility in the adjustment of the minimum living allowance standard.Therefore,it is necessary to pay attention to the needs of impoverished people,further clarify the basis for formulating the minimum living allowance standard,improve the calculation and adjustment plan of the minimum living allowance standard,and build a social assistance standard system.On the basis of this,it is necessary to moderately improve the level of the minimum living allowance standard and further optimize the minimum living allowance standard in Beijing.
