The deepening of tax collection and administration reform and implementing various tax and fee preferential policies have expanded the public service content of taxation departments and complicated the demand for taxation services.As “front-line personnel” who perform public management and provide public services to taxpayers and fee payers,grass-roots civil servants in the taxation system are facing multiple pressure tests such as diversified demands from the public,continuous internal organizational restructuring,compressed space for career development,exponential increase in work tasks and improved social supervision.It is important to understand the work stress of grass-roots civil servants in the taxation system and make reasonable change to the work stress of grass-roots civil servants in the taxation system,to improve the level of tax collection and administration,optimize the business environment,and improve taxpayers service and tax compliance.The study takes the grassroots civil servants in Q city district level tax services as the study subjects,based on the domestic and foreign research results of work stress,using theories related to work stress management,using interviews and questionnaires,and through statistical analysis,it is found that the overall level of work stress of grassroots civil servants in Q city taxation system is high,and each sources of pressure shows significant differences according to the characteristics of demographic variables,and further analyzes the sources of work stress from three aspects:individual,organization and environment.They outlined four aspects of program implementation guarantee of culture,system,human resources and funds,and designed a targeted and operable work stress management program and specific countermeasure suggestions for grassroots civil servants in Q city taxation system.
