Research On The Dilemma And Optimization Countermeasures Of Comprehensive Administrative Law Enforcement Reform

As the reform of our administrative organs moves forward,all parts of the department are actively trying,constantly exploring,and all-out efforts to promote the reform of integrated administrative law enforcement.Comprehensive administrative law enforcement is an important part of building a government under the rule of law,which can fully strengthen the cooperation among law enforcement departments,comprehensively improve the efficiency of comprehensive administrative law enforcement,and thus enhance the overall governance ability and governance level of the society.The comprehensive reform of administrative law enforcement aims to reduce multiple law enforcement,multiple law enforcement and repeated law enforcement through reform,merge law enforcement matters,rectify law enforcement teams and standardize law enforcement behaviors.Taking Y District of W City as the research object,this study conducted a systematic and in-depth study and analysis of the comprehensive administrative law enforcement reform of Y District of W City under the guidance of the holistic governance theory,the theory of checks and balances and the theory of collaborative governance through case interview,participatory observation,case analysis and other research methods.The study found that Y District,W City,has achieved certain results in the promotion of comprehensive administrative law enforcement reform,but it still faces some difficulties,including insufficient professional law enforcement force,lack of connection between approval,supervision and law enforcement,brain drain of front-line law enforcement posts,and weak professional ability of law enforcement personnel.At the same time,based on the above problems,further in-depth analysis of the main causes of the current reform of comprehensive administrative law enforcement difficulties,including the transfer of powers contrary to the transfer of personnel,cross-departmental adjustment of administrative law enforcement power,grassroots team construction is not enough attention,law enforcement personnel weakening the main responsibility and job.Finally,the optimization countermeasures of comprehensive administrative law enforcement reform are put forward,namely,enriching law enforcement forces in professional fields,straightening out the comprehensive administrative law enforcement matters,strengthening the construction of law enforcement teams at the grassroots level,and improving the comprehensive law enforcement capacity.This paper aims to point out the achievements achieved in the process of comprehensive administrative law enforcement reform through the case study of the comprehensive administrative law enforcement Bureau of Y District,W City,and point out the new difficulties faced in the process of comprehensive administrative law enforcement reform through the analysis of relevant theories and real cases,so as to provide new ideas for the comprehensive administrative law enforcement reform,so as to improve the comprehensive administrative law enforcement ability.We will inject new vitality into social governance for high-quality economic and social development.
