Research On The Influence Of Institutional Environment On The Governance Performance Of Local Foundations

With the innovation and development of the concept of social governance and the gradual improvement of the social governance system,social organizations play a major role in social governance by virtue of their own unique advantages.The performance level of their participation in social governance has also become an important standard to measure whether the national social governance system is modernized.As the main type of social organization,local foundations are widely involved in social governance across the country and have gradually become an indispensable governance subject.The governance performance of local foundations is subject to the institutional environment in which they are located,both the ’explicit’ influence of the formal system and the’implicit’ influence of the informal system.Therefore,in order to improve the performance of its participation in governance,we must pay attention to the influence of institutional environment on the governance performance of local foundations.This paper takes the local foundations in social organizations as the research object,and selects 27 local foundations in China as the research sample.Based on the new institutional theory,social capital theory and resource dependence theory,and on the basis of the theoretical model proposed by existing scholars,this paper constructs a theoretical framework of institutional environment affecting the governance performance of local foundations.The six indicators of incentive system,supervision system,government funding in formal system and political connection,social support and social trust in informal system are used as conditional variables.The income performance and public welfare activity performance in organizational performance are used to measure the governance performance of local foundations.The fuzzy set qualitative comparative analysis method(fsQCA)is used to analyze the governance performance of local foundations.The empirical results show that the governance performance of local foundations in China is affected by six factors:incentive system,supervision system,government funding,political connection,social support and social trust.Among them,government funding plays a basic role,social trust plays a key role,and the combination of incentive system and social support plays a steady role in promoting,and forms three combination paths of government support,trust-driven and compound-driven to promote the formation of high governance performance of local foundations.According to the results of fsQCA configuration analysis,from the perspective of optimizing the institutional environment,three optimization strategies that can improve the governance performance of local foundations are proposed:first,the combination design of institutional tools:collaboratively promoting incentive systems and regulatory systems;second,government-supported system planning:make full use of government funding and political connections;third,the diversity of trust culture:efforts to create a good social support environment.Accordingly,improve the institutional environment to enhance the performance of local foundations to participate in social governance.
