| Under Chinese modernization development background,modern circulation system construction has risen to the national important strategic tasks,the country began to actively develop modern logistics.Harbin City,Heilongjiang Province,as an old industrial base,the geographical location,resource endowment is abundant,rich in business-friendly policies,excellent business environment.In recent years,in line with the strategic deployment of the central party and provincial and municipal requirements,around the construction of "six Longjiang",to create "seven major cities" struggle goal,in accelerating the revitalization of industry,stimulate consumption recovery,improve urban functions and other aspects of the introduction of a series of effective initiatives,for the development of modern logistics industry in Harbin City provides a broad stage and a solid foundation.But at the same time,along with digitalization,information technology,intelligent era,Harbin city government as the development of modern logistics industry in the region of the planner,guide and regulator,the previous traditional management concept,paradigm,method has been unable to adapt to the new situation of the logistics industry development needs,restricting the development of high-quality modern logistics industry,the urgent need for the traditional management model based on the further combination of modern technology means for industry empowerment.Therefore,the city of Harbin urgently needs to explore the specific problems in the modernization of the government in the promotion of logistics management,and propose countermeasures to keep pace with the times,in order to improve the level of their own promotion of modern logistics management,while giving new momentum to the logistics industry to expand the development space and innovative development model.This thesis uses literature research method,survey method and empirical analysis method,based on the study of a large number of domestic and foreign literature,firstly,Harbin City,Heilongjiang Province as the research object,collected the current situation of the development of logistics industry and the policy measures to promote logistics management in Harbin City,and through questionnaires and interviews to obtain basic data,from the overall situation of the city government to promote logistics management modernization has a certain understanding.We understand the current situation of the city government in promoting modernization of logistics management.Secondly,based on the research data,in the process of grasping the current situation and in-depth analysis,the problems and reasons of the government in the process of promoting the institutional mechanism and policy measures of modern logistics management are sought.Finally,the constraints and challenges faced by the government in the process of improving modern logistics management are explored,and targeted strategies are proposed.With the help of this study,we hope to provide theoretical and model support for the construction of a management system to promote the development of modern logistics industry in Harbin City,enhance the level capacity of the government to promote the modernization of logistics management,improve the lack of government regulation in the logistics industry,apply the modernization of government services to improve the quality of service,service efficiency change,and solve the practical problems that restrict the development of modern logistics industry in Harbin City and better serve the construction of the new development pattern.It brings new perspectives and inspirations. |
