A Case Study On The Problems And Countermeasures Of Government Procurement Management In Administrative Institutions

China’s government procurement system started late.It was piloted in 1996 and the Government Procurement Law was officially implemented in 2003,marking the full implementation of the government procurement system in China.The government procurement is very meaningful in many respects.The policy function of government procurement is very prominent and it can effectively promote economic and social development.But there are some problems,which have brought bad effects for the government and the society.This paper takes the government procurement management of Z Center in S City as a case study,combs the relevant domestic and foreign literature,defines the three concepts of administrative institutions,government procurement and government procurement management,and uses the literature method,interview method and case study method based on the government supervision theory,public expenditure theory and public policy implementation theory.It combs the changes and development trend of China’s government procurement management system,and analyzes the characteristics and significance of government procurement management.This paper focuses on the government procurement management of Z Center in S City,and analyzes its management status in detail.It summarizes the achievements of government procurement management in Z Center of S City in recent years.At the same time,the paper analyzes the problems existing in the government procurement management of Z Center in S City,and analyzes the reasons.Aiming at the problems and reasons,the optimization countermeasures are put forward.
