Reform Of Rural Collective Property Rights System:Effects,Problems And Countermeasures

With the continuous deepening of the implementation of the Rural Revitalization Strategy,China’s rural economic and social development has made great achievements in recent years.There is no doubt that reform has played a key role in it.The reform of rural collective property right system is of great significance for further coordinating rural production factors,stimulating the vitality of rural development,deepening rural reform,narrowing the gap between urban and rural areas and promoting the coordinated development of urban and rural areas.Based on modern property right theory and institutional change theory,taking Wujiang District of Suzhou as an example,this paper studies the reform of rural collective property right system in Wujiang district.The study found that while completing the basic procedures of rural collective property right system reform,Wujiang district has made many beneficial attempts in power expansion,separation of politics and economy,construction of grass-roots supervision system and so on.However,there are also many problems,such as difficult to clarify historical problems,unclear management mechanism,shortcomings in grass-roots supervision,substantial expansion of the power of collective assets and shares,weak sustainable development ability of collective economy,limited incentive effect of enriching people’s income and so on.In terms of reasons,it is mainly because in the process of rural collective property right system reform,there are differences in the cognitive level between villagers and grass-roots staff,difficulties in policy implementation,difficulties in breaking through the grass-roots management system and mechanism,and the structure of local talent team needs to be improved.Therefore,we should strengthen the top-level design,strengthen the integrity and synergy of reform,clarify rural collective property rights,optimize the development mechanism of collective economy,improve the supervision mechanism of rural collective economic organizations,establish a market-oriented operation mechanism,and further protect the legitimate rights and interests of villagers.Wujiang District,as a county and urban area with developed collective economy in southern Jiangsu,can provide reference and spread experience for the reform of other regions through the research on the reform of its rural collective property right system.
