Analysis And Optimization Of Business Environment In Jining District Of Ulanqab City

"The business environment can only be better,but not the best." Optimizing the business environment is always on the way.As the main urban area of Ulanqab,Jining has obvious geographical advantages,and its industrial base and economic development are in the forefront among all counties and urban areas of Ulanqab.Jining combined with its own reality,from the construction of efficient government environment,create transparent policy environment,create high-quality production environment,create fair market environment,create fair legal environment,create positive cultural environment,create good ecological environment to carry out practical and detailed reform of "regulation and service",gradually optimize the business environment,compared with the past has made great progress.However,there is still a gap between China and the east,especially the big cities in the east,the business environment under the new circumstances and the expectations of the people.This paper reviews and summarizes the domestic and foreign research status of business environment and economic growth,and then studies and analyzes the overall situation and current business environment of Jining District combined with the business environment questionnaire.It finds that there are many problems in the business environment of Jining District,and analyzes the problems in four aspects.The boundary between the government and the market has not been fully clarified,the service concept has not been effectively implemented,the quality of civil servants needs to be improved and the financing channels are not smooth.Finally,the advanced experience of optimizing the business environment in Kunshan City of Jiangsu Province and Shenmu City of Shaanxi Province is used for reference,and the actual situation of the business environment in Jining District is combined with the research and analysis from the aspects of government affairs and finance.Seven suggestions are put forward to optimize the business environment of Jining District to promote the regional economic growth,which are the combination of optimizing the business environment and the construction of cadres;Combine improving the business environment with modernizing the system and capacity of governance at the community level;To overcome the blocking points,difficulties and establish a linkage mechanism;Adhere to the combination of high level promotion and system planning;Deepen the process reengineering,further improve the level and efficiency of government services;Enhance openness and transparency,and further foster a law-based business environment;We will strengthen supervision and management and further improve the quality of financial services.
