Research On The Internal Supervision Mechanism Of The Investigation Power Of County-Level Supervision Committees

General Secretary Xi Jinping pointed out in the report of the 20th Party Congress that corruption is the greatest cancer that endangers the vitality and combat effectiveness of the Party,and that anti-corruption is the most thorough self-revolution.Throughout the history of world development,no country or period has been able to completely eliminate corruption.As the saying goes,those who rule people must first be self-governing.As the most basic anti-corruption body,the county-level supervisory committee needs to operate in a relatively closed environment,so how to secure the institutional "cage" for anti-corruption investigations,strengthen internal oversight,ensure that investigative powers are exercised within the boundaries of power in a standardised,precise and efficient manner,and answer the realistic question of "who should It is worthwhile for us to ponder the question of "who will supervise the supervisor".This paper takes the current situation of the operation of the internal supervision mechanism of the investigation power of the county-level supervisory committee in J county as an example,and takes a problem-oriented approach.The main dilemmas include the lack of substantive audit in the operation of the approval control mechanism,the existence of blind spots in the operation process control mechanism,and the inadequacy of the supervision and guarantee mechanism.In response to the above dilemmas in the operation of internal supervision mechanisms,the author,on the basis of analysing the specific causes,puts forward four targeted and feasible suggestions for optimisation from the perspectives of how to optimise the leadership system and how to enhance the awareness of supervision and the supervised,etc.Firstly,to improve the dual leadership system and improve the organisational relationship of supervisors;secondly,to strengthen the awareness of internal supervision and improve information efficiency;thirdly,to improve the power list system and The fourth is to formulate rules on supervision and accountability to enhance the effectiveness of supervision.By linking theory with practice,we hope to provide thoughts for improving the internal supervision mechanism of the investigation power of county-level supervisory committees and ensuring the high-quality development of anti-corruption investigation work.
