| Foreign aid is a long-established phenomenon in the field of international politics.After the end of the Second World War,foreign aid began to enter the international community in an institutionalized,standardized and normalized manner.Most of the countries have been closely associated with foreign aid either as aid provider or as recipients.Foreign aid is an important part of China’s diplomatic work.In the early years of the founding of New China,guided by the need to safeguard national security interests,China provided substantial assistance to oppressed peoples and countries.Guided by the Marxist materialistic view of history,this paper takes national security as the research perspective,combines research and access to historical materials,and uses documentary and historical analysis methods to examine the history of New China’s assistance to Vietnam from1949 to 1954,elaborates on the specific measures of New China’s assistance to Vietnam in the political,military,economic,and educational aspects during the period,and explores the impact of these measures on New China’s national security.The impact of these measures on New China’s national security is discussed.New China’s assistance to Vietnam was driven by both internationalist responsibilities and national security interests.1949-1954 was a period of internal and external troubles and serious national security challenges for New China.France,based on its invasion of Vietnam,from time to time reconnoitered Chinese border airspace and strafed Chinese border residents;the United States,while containing China economically and politically,was also secretly supporting French military operations in the Indochina Peninsula;on the Sino-Vietnamese border,bandits and special forces constantly challenged the new Chinese regime,seriously affecting the national security of the new China.Vietnam had already suffered a five-year-long invasion by the French colonialists before the founding of the new China.Therefore,in the face of Vietnam’s resistance to the French invasion,New China,guided by the spirit of proletarian internationalism and with national security in mind,provided assistance to Vietnam,including sending political advisory missions to assist Vietnam’s political work,holding rallies to express political solidarity with Vietnam,and pushing for the smooth implementation of the Geneva Conference;giving Vietnam military supplies and sending military advisory missions to assist Vietnam’s military construction in the military aspect;in the economic aspect In the economic and technical fields,the government provided assistance in building major transportation lines,providing food supplies,developing trade,and establishing a financial system;and in the educational development field,it established schools to assist Vietnam.China’s aid to Vietnam from 1949 to 1954 not only solved Vietnam’s difficulties,but also contributed to China’s national security,consolidating the new Chinese regime,safeguarding border security,advancing the development of the proletarian revolutionary cause,promoting the construction of Chinese socialism,and developing the cultural friendship between China and Vietnam. |
