Research On The Responsibility Of Intelligent Government Service Subject

technologies such as artificial intelligence have become important means and means of government services.While intelligent technology serves the government,it also brings many uncertainties,including responsibility attribution.Due to the high similarity between intelligent agents and human intelligence in function,structure and intelligence,but there are some essential differences in intelligence level and logic,the human-like attribute of intelligent agents has caused people to think about their subjectivity.The essence of subjectivity is responsibility.However,the agent cannot obtain the correct status or role title of the person,so its subject status needs to be discussed.In the intelligent government system composed of agents and people,government agents show more and more obvious intelligence.So,does this mean that government intelligence will become a new responsible subject in the future?Building a special category of government service subjects is the premise to realize the ownership of government service responsibilities.As far as the current government service practice is concerned,the autonomy of the government subject is weak,which can simulate the low-level cognition of human beings,but does not have self-consciousness.Based on this judgment,we believe that government intelligence personnel only have subject status similar to but limited to human beings,that is,fictitious subject status or limited subject status.The scope of responsibility and the status of virtual subject should be limited.As for the limited liability of government intelligence personnel,this paper studies it from three aspects: the subject of responsibility,the category of responsibility and the basis of responsibility attribution.The responsibility problems related to government affairs agency are mainly caused by algorithm bias,human-machine role conflict,legislative defects,and differences in moral standards.The types of responsibilities corresponding to the above four aspects are political responsibility,administrative responsibility,legal responsibility and moral responsibility.The political responsibility of the government agency can prevent the risk problem by establishing the access mechanism and establishing the appropriate algorithm operation procedure,so as to promote the algorithm selection of the government agency from discrimination to public will.The administrative responsibility of the government affairs agent needs the public manager to reposition its role to create the premise of human-machine harmonious coexistence and promote the functions and responsibilities of the government affairs agent from vague to concrete;The legal responsibility of the government affairs agent can be considered to give some AI agents some legal responsibility subjects,thus providing a possibility to clarify the legal responsibility of the government affairs agent,promoting the legislative level of the government affairs agent from human to machine: building the moral responsibility of the government affairs agent through the "good moral" system,and promoting the moral standards of the government intelligence agencies from bias to neutrality.
