Research On The Reform Of Administrative Examination And Approval System From The Perspective Of Whole Government Theory

China’s administrative examination and approval system originated in the period of planned economy,when it played an important role in regulating market order,controlling product quality and maintaining legitimate competition.After the reform and opening up,with the rapid development of the market economy,the drawbacks and deficiencies of the administrative examination and approval system gradually emerged,and the phenomenon of fragmented government and separate departments directly affected the transformation and development of the economy and society.Coupled with the increasingly fierce competition for investment by local governments and the increasingly higher requirements of entrepreneurs for the business environment of investment,"the business environment is not the best,only better" has become the general consensus of everyone,and the concept of "the reform of the administrative approval system is always on the road" has been deeply rooted in people’s hearts.The reform of the administrative approval system is an important breakthrough and key measure to promote the transformation of government functions,optimize the business environment,and build a service-oriented government.County governance,the world is safe.The reform of county-level administrative examination and approval system is an important part of our country to promote the implementation of administrative system reform,which directly affects the establishment of the government image and the people’s sense of reform.Taking X County of Shandong Province as an example,this paper carefully analyzes the status quo,development stage,practices and effects of the reform of X County’s administrative approval system by means of literature research,questionnaire survey and case study,and combines the theories of Tom Ling’s "best" practice model for the whole government and Professor Luo Meiying’s "Whole Government Model in the Field of Administrative Approval".To explore the countermeasures and suggestions of the reform of the county administrative examination and approval system.As one of the top 100 counties in the country,X County has always attached great importance to reform and innovation,especially the reform of the administrative examination and approval system,which has achieved obvious results because of its early start and fast action.However,compared with the requirements of the grassroots,there are still some problems,such as insufficient integration of power,insufficient integration of examination and approval business,information islands still exist,and ideological changes are not in place.To explore the reasons behind the problem,the main ideas are serious departmentalism,departmental coordination needs to be improved,the degree of information construction is not enough,the value orientation is not clear enough,and so on.In order to better promote the construction of service-oriented government,learn from advanced practices such as "one system and three systems" for administrative examination and approval in Tianjin Binhai New Area,"one thing and one key" in Zhangzhou Development Zone,and data enabling administrative examination and approval services in Jinan Lishheng District,and combine the actual conditions of China’s counties to put forward relevant countermeasures and suggestions,such as adopting more powerful measures to deepen the development of administrative culture of "serving the people".Establish a more orderly and stronger organization and management structure,and thus implement more effective supervision.In addition,it is necessary to improve and optimize the operation process of the examination and approval center,promote the informatization of administrative examination and approval,and improve and optimize relevant laws and regulations,so as to better meet the needs of development.
