Research On The Policy Implementation Deviation Of Rural Tourism Industry Construction Under Multiple Logic

Many countries in the world regard rural tourism as an important industrial pillar for rural development,and China is also keeping pace with the times in this regard.Since China proposed the rural revitalization strategy and took the development of rural industry as an important measure of the strategy,the development of rural tourism industry has been regarded as an important part of realizing the strategy.The research shows that the development of rural tourism industry can help drive the development of rural economy,effectively meet the basic requirements of rural revitalization strategy,and is an effective measure to build a beautiful countryside.This is also the starting point and destination of China’s current policy of promoting rural tourism industry construction.It is undeniable that throughout China’s rural tourism industry construction policy,it seems to be "thunder is loud,rain is small",and the results of policy implementation deviate from reality in some villages,resulting in deviations from the expected goals of the policy.Research has shown that there are many problems in the construction of rural tourism industry in China,such as homogeneous competition,blind development,excessive resource carrying,and environmental pollution,where policy implementation results deviate from policy expectations.Therefore,how to effectively address policy implementation deviations has received widespread attention from the government and scholars from all walks of life.The key to effective governance of policy implementation bias in rural tourism industry construction lies in clarifying the reasons behind the policy implementation bias,namely,why does the policy implementation bias arise in rural tourism industry construction?This study uses policy text analysis and observation methods,based on research data from R Village,N Town,and combined with a multiple logic analysis framework,to deeply explore the generation logic of policy implementation bias in rural tourism industry construction from the perspective of national logic,bureaucratic logic,and rural logic,The following key questions are answered theoretically and empirically:What is the picture of the implementation of China’s rural tourism industry construction policies in N towns and R villages;Under multiple logics,how can the coupling and diversity of objectives generated by the interaction between multiple logics in the implementation of policies for rural tourism industry construction be reflected,and what kind of behavioral logic conflicts and conflicts resulting from these interactions lead to what policy implementation bias? The study found that the implementation of rural tourism industry construction policies is internalized in the interactive process of national logic,bureaucratic logic,and rural logic.These behavioral logic interact and interact with each other,shaping the practical dilemma of rural tourism industry construction policy implementation.Based on this,this article believes that starting from effectively reaching a "consensus on implementation",improving the incentive mechanism for policy implementation,improving the visibility of the policy implementation process,improving the policy implementation supervision mechanism,and effectively maintaining the interests and aspirations of target groups,we can break through the implementation dilemma of rural tourism industry construction policies,with a view to effectively managing the implementation deviation of rural tourism industry construction policies.
