| Confidentiality is related to the stability and security of the Communist Party and our country.Civil servants are important producers,masters and managers of state secrets.Confidentiality education is the premise and foundation of confidentiality management,and it is related to the success or failure of national confidentiality management.In recent years,the cases of civil servants losing secrets occur frequently,which exposes the problems existing in the secret education of civil servants.Shenyang is an important city with many military scientific research units.It is one of the key cities for foreign intelligence departments to steal secrets.The situation of confidentiality management is not optimistic.Shenyang civil servants secret education has made some achievements,but there are still many problems restricting the development of secret management.Starting from the theory of risk management,this paper discusses and explores the security education and management of civil servants and the reform of security education of civil servants in Shenyang by means of literature analysis,questionnaire survey and interview.This paper analyzes the current situation,existing problems and causes of confidential education for civil servants in Shenyang,probes into the practices and experiences of confidential education for civil servants in the local governments of the United States and Russia,and draws useful enlightenment from them,and then puts forward some countermeasures to improve the confidential education for civil servants in Shenyang from the aspects of strengthening the overall leadership,scientific planning,work security and mechanism construction of confidential education for civil servants suggestions,in order to promote the long-term mechanism construction of Shenyang civil servants’ confidential education,and provide reference for other cities’ civil servants’confidential education. |
