Research On Promoting The Construction Of Digital Government In Heilongjiang Province

Nowadays,The world is undergoing the most rapid,widespread,and profound changes in human history.The profound impact of data on economic development and social progress has aroused widespread concern around the world.Digital government is a new type of government operation mode that follows the principle of "business data,data business".The Chinese government has actively seized historical opportunities and formulated a national development strategy for "Digital China" in due course.The "14th Five Year Plan"regards digital government as an important component of "Digital China".The 20th National Congress of the Communist Party of China proposed to accelerate the construction of digital government and comprehensively improve the level of digital governance.On February 27,2023,the Central Committee of the Communist Party of China and the State Council issued the Overall Layout Plan for the Construction of Digital China,which proposed that the construction of digital China is an important engine to promote Chinese path to modernization in the digital era and a strong support to build a new competitive advantage of the country.In recent years,China has contiuously increased the construction of digital government,building a national integrated government service platform-the National Government Service Platform(trial run),with 34 local government service platforms set up by province,city,and autonomous region.Heilongjiang Province also attaches great importance to the construction of digital Heilongjiang and issued the"Digital Heilongjiang" Development Plan(2019-2025)in 2019.In 2022,the Governor of Heilongjiang Province concurrently served as the leader of the digital government construction leading group,emphasizing the need to accelerate the promotion of the construction of digital government in Heilongjiang Province,focusing on the"management and service"reform of digital empowerment,and further improving the overall government service capacity of Heilongjiang Province under the leadership of "DigitalHeilongjiang".However,compared to regions with relatively high levels of government digitization such as Guizhou,Hubei,and Shanghai,there are still problems such as poor government service effectiveness and hidden dangers in government service information security.It is urgent to benchmark and advance to assist in the construction of’DigitalHeilongjiang".Based on the above background,his article takes promoting the construction of digital government in Heilongjiang Province as the main research object,fully draws on research results in relevant fields at home and abroad,and clarifies the convergence points of digital technology in the process of local government construction.Based on the new public management theory,digital governance theory,principal-agent theory,and public goods theory,this article adopts literature research reading,questionnaire survey,and comparative analysis methods,Based on the current situation of digital development in Heilongjiang Province and the" Digital Heilongjiang"development plan,this paper analyzes the development of the digital economy in Heilongjiang Province,and expounds the current situation and achievements of the construction of the digital government in Heilongjiang Province from four aspects:creating a "Heilongjiang-Cloud"government platform,building an integrated construction project of government facilities,implementing the "Head Goose"plan,and establishing a special support fund for digital technology,Propose the existing problems in promoting the construction of digital government,such as the phenomenon of"emphasizing technology but neglecting management" to a certain extent,information barriers in the construction of government service platforms,poor effectiveness of digital government services,low citizen participation in the construction of digital government,and hidden dangers in the information security of government services.The reasons can be summarized as follows:the government and relevant functional departments have insufficient awareness and promotion of their due diligence,the working mechanism for coordinating and promoting the construction of digital government needs to be optimized,the digital governance ability of government leaders at all levels needs to be improved,the national digital literacy improvement and skill cultivation system has not yet been established,and the normalized security mechanism for the construction of digital government is not sound enough.After learning from the typical practices and beneficial experiences of domestic and foreign digital governments,such as Singapore’s "Smart Country"development strategy,and Shanghai’s"One Network Access",targeted suggestions are proposed to promote technological development and continuously improve government service capabilities,coordinate the construction and coordinated development of digital governments within the province,improve the quality of digital government services,promote citizens’ participation in digital government affairs,and improve government data security mechanisms,With a view to providing reference for the construction of "Digital-Heilongjiang".
