| China has entered a new stage of development,and the people is seeking a better and happy life.Not only does it require better living conditions,but also requires better public service.Public legal services are a public product provided by the government,which has the characteristics of publicity,professionalism,diversity,and equality of benefits.It is a public product with high requirements for the supply subject and can provide legal protection for the closely related interests of the people.As a new means of social governance,public legal services will play a positive role in promoting the modernization of the national governance system and governance capacity,and play an important role in promoting the progress of the rule of law.For a long time,the main system for carrying out public legal services in China has been a large number of policy documents.It is urgent to incorporate public legal services into the legal system through legislation on public legal services for guidance and regulation.At present,although the timing for legislation on public legal services at the national level is not yet ripe,the conditions for actively exploring local legislation on public legal services are already.The legislation of local regulations on public legal services is of great significance for improving local legislation and forming a complete law and regulation system.The legislation of local regulations on public legal services is conducive to the realization of fairness and justice in public legal services,the access of the people to public legal services,and the high-quality development of public legal services.The legislative practice of local regulations in public legal services not only absorbs the excellent achievements of law culture in the field of public legal services,but also takes into account Chinese traditional law culture,the level of economic and social development in various regions,and their actual needs.Based on text analysis of existing-local regulations of four-regions,some problems were also found in the analytical process of the overall situation,main content,and distinctive content of the existing-local regulations of public legal services.Firstly,the content of public legal services is not comprehensive enough,and secondly,the depth of supervision and guarantee measures for public legal services is not sufficient,thirdly,the quality indicators and responsibility clauses of public legal services are not sound,and fourthly,the coordination of local regulations in public legal services is insufficient.The improvement of local regulations on public legal services not only needs to consider their ability to satisfy current public legal service practices,but also needs to ensure moderate foresight in order to adapt to the needs of economic and social development.The author believes that it needs to be improved in the following aspects:firstly,to complete the content of public legal services,which is an inevitable requirement for providing more diversified and convenient legal services in the public life of citizens,legal persons,and other organizations,and to form high-quality public legal services that are led by the government and actively participated in by various social resources through multi-subject collaborative offer.The second is to deepen the supervision and guarantee measures of public legal services,in order to better carry out public legal services,enable public legal services to better serve the general public,and ensure that the public legal service system operates on good condition.The third is to improve the quality indicators and responsibility clauses of public legal services,in order to provide standards for the supervision and protection of public legal services,and to publicly display the quality and advantages of public legal services in front of everyone.The fourth is to improve the coordination of local regulations in public legal services,which is to make the application of local regulations in public legal services more accurate and form a stronger institutional synergy with other laws and regulations. |
