A Century-long Study On The Experience Of The Communist Party Of China In Leading Rural Grassroots Governanc

Rural grass-roots governance is an important part that cannot be ignored in the modernization process of public grass-roots governance.It is crucial to the stability and development of rural areas,the stability and development of the country and society,and the modernization of the national governance system and governance capacity.As the leadership core of rural grassroots governance,the Communist Party of China has played an important role in the course of one hundred years of rural grassroots governance.In the process of rural grassroots governance,it has made many attempts and adjustments according to the historical reality.In practice,different governance models have been formed in different periods and different governance results have been achieved.This paper adheres to the Marxist view of grand history and the correct view of Party history,starts from the core concept of rural grass-roots governance,and takes the century-long history of rural grass-roots governance under the leadership of the Communist Party of China as the historical vertical line.Starting from the four historical stages of the New democratic revolution,the socialist revolution and construction period,the reform and opening up and socialist modernization period,and the new era of socialism with Chinese characteristics,this paper summarizes and distills the important experience and enlightenment of the CPC’s leadership in rural grassroots governance.For the new era of the Communist Party of China to lead the innovation and development of rural grass-roots governance to lay the foundation,accumulate strength.On the basis of defining and analyzing the basic problems of rural grassroots governance under the leadership of the Communist Party of China,this paper focuses on the century-long history of rural grassroots governance under the leadership of the Communist Party of China.According to the rural grass-roots situation and the national social development strategy in different periods,this paper discusses the main contents and results of the CPC leading rural grass-roots governance in four historical periods.In the period of the new Democratic revolution,the Communist Party of China set up the rural grass-roots Party organization and the rural governance system of "the regime goes to the countryside".During the period of socialist revolution and construction,the Communist Party of China(CPC)established the primary-level Party organization system covering towns and townships from 1949 to 1958,the rural management system of "township governance",the unitary leadership organization network of Party committees,Party branches and party groups from 1958 to 1978,and the people’s commune governance system of "integration of government and community".During the period of reform,opening up and socialist modernization,the CPC promoted the construction of village-level organizations with Party branches as the core,and established a system of "township administration and village governance" with separate government and social organizations.In the new era of socialism with Chinese characteristics,the CPC has established a sound village-level organization system under the leadership of Party committees,and a rural governance system that combines autonomy,moral governance and the rule of law.In different historical stages,the Communist Party of China led the rural grassroots to adopt different governance contents,promoted the realization of the rural grassroots governance goals in different historical periods,and achieved governance results in specific stages.Based on the century-long history of the leadership of the Communist Party of China in rural grassroots governance,this paper summarizes the main practices and effects of its leadership in different stages of rural grassroots governance,and then summarizes its basic experience.From the farmer center,Party organization construction,advancing with The Times,system guarantee,social force five aspects of experience summary;This paper summarizes and enlightenments from four aspects: innovating the guidance of Party building,meeting the needs of a better life,improving laws and regulations,and deepening governance reform.This paper summarizes the century-old history and experience of rural grassroots governance led by the Communist Party of China and provides guidance for further promoting the innovation and development of rural grassroots governance led by the Communist Party of China.
