| In the new period,the grassroots staff of the Chinese public sector have been given more responsibilities,to maintain the social order and fulfill the government’s public service responsibilities.The degree of the service motivation directly influences the result of service,and affects the people’s experience of enjoying the government public service.With the continuing advance of the national institutional reform,the grass-roots governmental subdivisions have reduced their organizations and labors,but the task of administrative and public affairs has become increasingly severe,causing the problem of insufficient labor force.Based on the flexibility of non-staff personnel,which can quickly meet employment needs,grassroots governmental subdivisions generally increase the employment of extrinsic personnel to meet the needs of daily work.Different personnel management within the same organization,the standards for non-staff management lack of unified,resulting in the management challenges and inefficient,damage to the profile of the government and other consequences.Therefore,based on the difference of establishment status,exploring the factors influencing the motivation of grassroots staff for public service is helpful to strengthen the management and accelerate the coordinated operation of the grass-roots governmental subdivisions.It is of great significance to enhance the capability of public service in the grass-roots governmental subdivisions,improve public credibility,and enhance the image of the department.Based on public service motivation theory,organizational justice theory,questionnaire survey method,etc.,linked with the practical work in the tax system,this paper summarizes the domestic and foreign researches on the public service motivation of the grassroots staff in the tax system of W City.It is found that there are differences in the public service motivation of grassroots staff inside and outside the tax system establishment in W City,and the public service motivation is significantly correlated with organizational justice,professional identity and job satisfaction.The influence of organizational justice on the motivation of public service is obviously related to the establishment status.The salary level of staff inside and outside the establishment in W City is different;There are differences in the career development of staff inside and outside the establishment;The professional identity of staff inside and outside the establishment is different.This paper seeks to find the root causes of differences,and proposes improvement advices aimed at these problems.First,it’s to develop the awareness of public service motivation of grass-roots tax staff.Second,improve the compensation and welfare system,so that government appropriations are linked to the total amount of services;Third,optimize the performance system,fully utilize the assessment results and execute the principle of distribution according to work;Fourth,we need to improve the comprehensive ability and overall quality of leaders,and create a fair,just and reasonable organizational environment.It is hoped that this research can effectively solve the problems of motivation and establishment management of grassroots public service and improve the level of public service of tax system. |
