| With the rapid development of China’s economy and society,the level of urbanization continues to improve.Due to the implementation of public welfare undertakings and key projects,local governments have also accelerated the pace of expropriation of houses on rural collective land,and regarded it as an important way to optimize urban layout,enhance regional image,and improve people’s lives.Housing expropriation has always been a key task,and in recent years,local governments have adopted many effective strategies or institutional arrangements in housing expropriation,achieving positive results;On the other hand,there have been occasional issues with the management of housing expropriation,and some people have expressed dissatisfaction through various means such as petitioning and calling hotlines before,during,and after the expropriation.The existence of collection management issues has to some extent affected the credibility of local governments and is not conducive to the smooth implementation of subsequent work.Overall,there are still areas of inadequacy and lack of rigor in the management of housing expropriation in various regions.With this as the background,this paper preliminarily explores the research status and theoretical concepts of housing expropriation at home and abroad through case analysis,on-site investigation and interviews,and uses Pareto Optimality Theory,Social conflict theory,and Rational Choice Theory to carry out research on the collection and management of rural collective land housing in C Street from the aspects of collection and management subject,work process,and objects to be expropriated.Through analysis,it can be concluded that there are five prominent issues in the management of housing expropriation in C Street,including unreasonable compensation mechanisms for expropriation,disorderly execution of procedures,ineffective implementation of decisions,prominent conflicts of interest,and delayed resettlement.The main reasons for these problems include the lack of corresponding legal and regulatory support by local governments in rural collective land and housing expropriation,a lack of reasonable and effective compensation mechanisms,a lack of scientific deployment of work processes,and a lack of public participation and expression mechanisms.In response to these issues,this article proposes improvement suggestions:firstly,to improve laws and regulations,strengthen overall management,secondly,to improve the institutional system,promote coordinated development,thirdly,to allocate power and responsibility reasonably,innovate work methods,and fourthly,to transform service models and create a service-oriented government. |
