Research On The Mechanism For Realizing People’s Democracy In The Whole Process At The Grassroots Level

In order to develop people’s democracy in an all-round way,China conforms to the trend of the times and puts forward the strategic requirements for the development of people’s democracy in the whole process.The major concept of "whole-process people’s democracy"has undergone an evolution from "whole-process democracy" to "whole-process people’s democracy",and has undergone a process of transformation from policy discourse to academic discourse.The whole process of people’s democracy implies the threefold logic of all-round subject,full chain of procedure and full coverage of objects,of which the leadership of the Communist Party of China is the basic element,the democratic link based on democratic election,democratic consultation,democratic decision-making,democratic management and democratic supervision is the structural element,and the institutional system in which the people are masters of the country is the guarantee element.The whole process of people’s democracy is born in the process of Chinese-style modernization,and its formation has a profound theoretical foundation,which is the inheritance and development of the "peopleoriented" thinking in China’s excellent traditional culture,the inheritance and development of Marxist democratic theory,and a reasonable mirror of world democratic theory.As far as its political value is concerned,it includes the content of guaranteeing the democratic right of the people to be masters of their own country,creating diversified forms of democracy,and promoting the integration of democracy and people’s livelihood construction.At present,the academic circles have done a lot of work on people’s democracy in the whole process,and the vitality of people’s democracy in the whole process lies in implementation,and it is also necessary to answer operational propositions to broaden the realistic development space of people’s democracy in the whole process.As the field most directly oriented to the broadest masses of the people,it is of great significance to explore the mechanism for realizing democracy in this field.Taking the whole process of people’s democracy as the starting point,this paper believes that it contains the triple logic of "all-round subject","full chain of procedure" and "full coverage of objects",analyzes the constraints of realizing people’s democracy in the whole process at the grassroots level,and proposes the realization mechanism accordingly.This paper argues that the grassroots refers to the field that is directly oriented to the public and the most life-oriented,and according to the characteristics of China,it can be mainly divided into urban communities and vast rural areas.From an allround perspective,according to the framework of institutional analysis,this paper argues that there are problems such as the pressure on the operation of grassroots political power,the institutional variation of grassroots governments,the insufficient representation of grassroots people’s congress deputies,and the insufficient embedding of grassroots consultative democracy in the grassroots governance system,and it is feasible to build a grassroots integration mechanism under the leadership of political parties,promote the institutionalization reform of grassroots government,optimize the election system of grassroots people’s congress deputies,and innovate the grassroots consultative democratic system.From the perspective of the whole chain,using the functional analysis method of political structure,this paper argues that there are three types of problems:the uneven development of democratic forms affects the coherence of the chain,the limited channels of democratic participation affect the integrity of the chain,and the imperfect democratic operation procedures affect the smoothness of the chain operation,and systematically constructs the grassroots demand response mechanism,the grassroots democratic participation mechanism and the grassroots democratic supervision mechanism as feasible solutions.From the perspective of full coverage,the analysis method of inter-subject relationship is adopted,and it is considered that there are three types of problems:the transformation of the pattern of grassroots social interests,the insufficient effectiveness of grassroots social autonomous organizations,and the low efficiency of grassroots public resource utilization,and the construction of grassroots social interest integration mechanism,grassroots endogenous resource integration mechanism and grassroots public resource integration mechanism is a feasible solution.
