| "Reducing burden" has always been the most important educational topic in China.Since the early days of the founding of the People’s Republic of China,China has been issuing various policies to reduce the burden,but the results are very limited.In order to further reduce the burden of students and make the burden of students be effectively reduced,othe General Office of the CPC Central Committee and The General Office of the State Council issued Opinions on Further Reducing the Burden of Homework and Off-campus Training for Students in Compulsory Education on July 24,2021,officially implementing the "double reduction" policy nationwide.The introduction of the "double reduction" policy shows that the Party and the state attach great importance to the work of compulsory education in China,and also expresses the importance of the healthy physical and mental development of Chinese youth,which is also a key link to realize the great rejuvenation of the Chinese nation..So far,the "double reduction" policy has been implemented for one year and seven months.At present,the systematic research on the implementation of "double reduction" policy is still relatively few.This study first used the literature method to sort out the documents of the "double reduction" policy,and then took the specific situation of Y County as the research sample,based on Smith’s policy implementation theory,used the interview method and questionnaire survey method to conduct a practical study on the implementation of the "double reduction" policy in Y County.The main research idea is to analyze the policy itself,the implementing agencies,the target groups and the environmental factors in the implementation of the policy through the study of the actual implementation of the "double reduction" policy in the primary schools in Y County,in order to find the problems and causes in the implementation of the policy.This study found that the description of the "double reduction" policy has a certain degree of ambiguity,which reduces the feasibility of implementation;Due to the lack of policies and measures,the workload of teachers has increased significantly.Relevant executive agencies lack manpower to supervise schools and the supervision method is not scientific;On the other hand,the lack of supervision in primary schools led to the implementation of policies.From the perspective of target group,parents’ utilitarianism will also affect the implementation effect.In terms of policy environment,the trend of exam-oriented education has not changed.Most parents still put their children’s scores first.After analyzing and studying these problems,the following countermeasures are put forward to solve these problems: establish a perfect incentive and security mechanism,reasonably distribute subsidies,change and update education concepts,and correctly guide parents.The time from the publication of the "double reduction" policy to the present is relatively short.This study analyzes and tries to put forward the optimization path from the perspective of the Smith policy implementation model,hoping to provide certain reference for the follow-up implementation of "double reduction" policy in Y County and provide new ideas for compulsory education governance in our country. |
