Optimizing the allocation of government functions,improving the efficiency of government operation,and constantly building a service-oriented government to the satisfaction of the people are important elements in promoting the modernization of the national governance system and governance capacity.Therefore,how government departments change management concepts,improve management methods and enhance work ability through efficiency management has become a very important research topic that should be discussed.The central bank of China is the People’s Bank of China,which is standardized as the "central bank".It is the administrative organ of the state supervision and management of finance,and an important part of the State Council.As the most basic organ,the county-level central bank is also naturally facing the problems of efficiency management.The county-level central bank performs the responsibilities of directly implementing monetary policy,directly preventing and controlling financial risks,and directly implementing financial services,and also directly leading the development of county-level finance and directly maintaining local financial stability.Its responsibilities and tasks are extremely onerous.The efficiency of its performance directly affects the implementation of the national monetary policy,the supply efficiency of financial services,and the security and stability of the financial sector and even the economy and society.Therefore,improving the efficiency of the county-level central bank in performing its duties and maximizing its effectiveness and role is an important issue to be urgently solved by the current grass-roots financial supervision departments.This paper uses the data envelopment analysis method to construct the evaluation model of the performance efficiency of the county-level central banks in H City.Using the input and output data of the eight county-level central banks in H City from 2020-2021,it analyzes the effectiveness of the eight institutions,and judges whether the invalidity of the institutions is affected by the size of the organization or the ability of organization management.According to the analysis results,the organization scale of 8 county-level central banks is analyzed by using the scale return status analysis to determine whether the optimal scale is reached.The efficient institutions are further ranked to obtain the final evaluation results of performance efficiency.Moreover,according to the analysis results,it is judged that there are three problems in the management of the performance efficiency of the eight county-level central banks under the jurisdiction of H City:first,there is a serious imbalance in the performance efficiency of the county-level central banks;second,there is a small and weak organizational scale of the ineffective county-level central banks;and third,there is a problem of inefficient internal management of the ineffective county-level central banks.Through the methods of investigation and interview,the reasons for the problems are analyzed.At present,the gap in organizational scale is mainly manifested in the insufficient optimization of personnel scale,the low proportion of young employees,and the inadequate optimization of educational structure;The weakness of internal resource allocation is mainly reflected in the mismatch between professional technical level and management ability and performance requirements,the imbalance between post staffing and workload,and the relatively weak professional level and leadership of the leadership;The lack of optimization of assessment and evaluation incentives is mainly reflected in the weakening of the enthusiasm of young staff in the department staffing mode,the imperfect establishment of incentive system and evaluation mechanism,and the lack of standardization and cultural brand awareness.Finally,in view of the current problems and the actual performance of the county-level central bank in H City,from the three perspectives of optimizing the development scale of the county-level central bank,improving the internal management of the county-level central bank,and strengthening the assessment and evaluation incentives,this paper puts forward countermeasures and suggestions to improve the performance efficiency and management efficiency of the county-level central bank,and provides a reference for building an efficient financial supervision department.It mainly includes:first,increase the investment of departments to optimize the development scale of county-level central banks,increase the investment of personnel funds to effectively increase the number of personnel,and increase the investment of public funds to specifically guarantee the training needs.The second is to improve the allocation of resources and improve the internal management of county-level central banks.We should improve the internal management mode and optimize the allocation of human resources.The third is to strengthen the assessment and evaluation to encourage the county-level central bank to innovate and perform its duties.It is necessary to improve the internal control system,reform the grass-roots assessment model,and create a brand of clean government culture,so as to ultimately achieve the goal of improving comprehensive efficiency and achieve effective performance.
