Establishing a sound,stable,efficient and standardized health administrative licensing operation mechanism,especially for medical institutions,is an effective means to further improve the level of administrative efficiency and quality of administrative services in the health field,and is also an important guarantee for promoting the standardized operation of public rights and promoting the legal practice of medical institutions.The reform of the administrative examination and approval system in the field of medical and health care has achieved many results.Administrative examination and approval items have been significantly reduced,the approval authority has been continuously delegated,new optimized and upgraded approval models have been continuously promoted and applied,the time limit for handling examination and approval items has been continuously reduced,and enterprise related fees have been continuously reduced.However,there are still many problems in the actual work,especially in the collaborative process of the administrative approval departments of private medical institutions.A deeper understanding of the existing problems in the current process of approval of private medical institutions and the problems arising from the interaction between audit and management after approval and admission,exploring the reasons behind them,and proposing optimization strategies,is a solution to the current collaborative problem of the approval departments of private medical institutions An effective way to fully activate the positive effects brought by administrative approval services.Through literature research,case study and interview analysis,combined with the theory of organized governance,collaborative governance and interview results,this paper expounds the problems existing in the process of examination and approval of private medical institutions from three aspects:collaborative subject factors,technical factors and institutional factors.This paper finds that there are some problems in the departmental collaboration of administrative examination and approval of private medical institutions,such as the defects of collaborative subjects,imperfect application of cross-departmental collaboration technology and inadequate construction of departmental collaboration system.Then,combining the theory of collaborative governance and the theory of departmental interests,this paper analyzes the causes of these problems from three aspects:the obstruction of departmental interests,the obstruction of information sharing and the obstacle of system construction.Furthermore,it puts forward some countermeasures and suggestions to promote the coordination of departments in the process of examination and approval of private medical institutions,including making up the main defects,improving the application of technology promoting the system construction and strengthening the coordination between examination and approval and supervision departments.
